The Crystal Ball allows a player to look at another location in the world as though standing in that location. Each Crystal Ball, when activated, would find the next closest Crystal Ball, and give the player a passive view of that location. In view mode, the player could only look around, change, or exit view mode. When in view mode, one could also cycle to the next nearest Crystal Ball and view that location, or cycle back again using the R and L buttons. The players location would not officially change, only their perspective. Mobs would not track a players view location, but would still track their actual location. This item would look really cool and have funky particle effects, similar perhaps to those given off by Nether Portals. They could be used to watch mob grinders in action, spy on friends, or even activate traps when activated by unsuspecting victims.

I'm a little confused, or maybe I'm not reading it right. You said the crystal ball grants a "passive" (or what could also be seen as non-interactive perspective) view from the next closest crystal ball. Okay, I understand that, but could you explain the part where you said "it could be used to activate traps when activated by unsuspecting victims." ? Because if I'm reading it correctly it either doesn't make sense, or it contradicts the passive viewing part.
Furthermore, I am wondering about the necessity of the benefits you are describing. For instance: if a player wishes to check in on a mob grinder (especially in single player), chances are that the said player (seeing that he/she needs to use a crystal ball to check in on it) would be too far from the grinder for any spawning action to take place, so there really wouldn't be much to see. And even if they were within range for spawning to take place, there still wouldn't be anything substantially helpful to see. This would render the crystal ball pointless. As for spying on friends and other players, I can't see how much good this would do either, especially in light of the fact that those said friends could just bury or destroy the crystal ball so you cant spy on them.... In light of these things i will need to give your idea some more careful thought, try and find a worthwhile purpose for it, before I choose to support it or not.

In this case, the Crystal Ball would be useful. Placement of the ball for spying on players could be at a height above the reach of the players. Use of the ball to activate traps would only be effective if the visitor in not suspecting traps to be in the world, so that angle might not be very practical. Activation of redstone however could be useful in triggering protective mechanisms while viewing is being done, or to activate the grinder itself. Also, for the purposes of showing off projects without having to travel around it would come in handy.
PS: As for offering a pic, I don't have the means to do that presently, but one could imagine a glowy blue sphere, perhaps with a colorful marbled animated texture, and some little stars floating around it identical to those in front of Nether Portals. Maybe have a crystal chimes kind of sound effect upon activation.

I've suggested a different idea for some one way visible/passable wall panels for hiding redstone that could compliment this idea. Failing that, the crystal ball may be able to ignore surrounding blocks, allowing it tto be hidden.
As for crafting... 8 glass surrounding one Eye of Ender to craft it.

It would also just look really cool. It would have merits as a decorative block if you didn't find it's function useful. Personally, I would. I think at least some other players would also. Oh and I just thought of using it as a diagnostic tool. To check on certain internal parts of a farm or contraption to see if anything needs to be fixed or tweaked without having to tear it half apart to do so. Which reminds me, it is also a minor light source.

Windows let light in, and besides, the point is to have an up close and personal view of a target area from wherever you are within a fairly large area. Watching mob farms in action is sometimes one of the more interesting things to do, but you may also want to be doing something else, somewhere else, like smelting stuff in the house a chunk or two away. I'm not saying this is an "Oooh, ahhh, Wow! We absolutely can't live without this!" kind of idea, but it is a "That's kinda neat!" idea which can add interest to the game. There are already lots of ideas in that category that have already made it into the game. Why not this one?
I would use this in PvP servers to scout out loot, other players, etc. I actually think this might ruin PvP lol.

Game mechanic wise, how does looking into the crystal ball work? Do you enter a full-on "spectator mode" that follows a player? Is there a tiny spy video that appears within just the frame of the crystal ball?

In single player:
- I can imagine if I put a Crystal Ball in each village i made, I would take a look what the villagers are doing.
In multiplayers, I would spy other players what they're doing.
