As what I know so far, there's a GIF that shows Steve (The Player) flying around an End City with bat-like wings. The Player flies very similarly to how Mario uses the Wing Cap in Super Mario 64. This could be what Minecraft: Pocket Edition Developer Tommaso was referring to on Twitter.
Balancing Wings (Subject to Change)
*Wings are equipable items in the chest slot. A chestplate and wings cannot be worn at the same time. Also, wings have no durability bar and therefore, cannot break.
*You can use anything while flying with wings.
Obtaining Wings
*As stated by Jeb, no wings will be craftable, but there might be different types. (This would allow for crafting different kinds of wings for different preferences to aesthetics, since not everybody likes wearing bat wings. In item form, the types of wings are stored as metadata in ID "minecraft:wings". Therefore, 16 variants are possible.)
If anybody can share textures/images, I would very appreciate that.^_^

This would be nice for limited survival flying, and with the Ender Dragon becoming able to respawn with a player-placed block, this would allow for Ender Dragon Farming to get the dragon wings needed. It also would make bat farms useful as well, though they are hard to spawn. I would make it possible to make bat farms before wings are added, so that it would be possible for an Overworld wing farm. In order for that to happen, bats would need to be able to spawn at light level 8-9, so that bat farms won't unintentionally spawn other hostile mobs.

It seems to be based around gliding rather than full-on flight in the 2nd .gif with the Ender Dragon wings and tail. Keep in mind with the new 1.9 stuff, everything is subject to change and balancing with each snapshot. Truth be told, I think the wings would be great simply for mobility, but it could bring a PvP aspect. Likely going to be that the user can get shot down. Would be neat if there was an impact crater left behind.
I can imagine some wings that are able to be crafted will take quite a lot to get. Some are just unable to be crafted and can only be found.

I personally agree, there is little point in discussing how to balance something when we know next to nothing on how they work, and the fact that the OP has misinformation and missing information doesn't help. It isn't a rumor, Jeb himself showed it off so it is a potential addition. A seemingly small distinction to make but an important one. And we were already told it was uncraftable as someone else said.
That aside, this doesn't violate any rules, and it is a suggestion.

I don't think making a suggestion based off of wings so soon is a good idea. Afterwards would be fine, but for now, Mojang pretty much knows how it could work. Let's wait and see before making a suggestion on wings.
Although i mostly agree, I do think it's good to produce some player feedback/input, I mean, I doubt Mojang even reads the forums but it can't hurt.
In that case, woudln't this fit in the Discussions section? Discussion about balancing these new wings could still take place, and I feel like it is a little more at home there, despite not breaking any rules when it comes to the suggestions section.

Looks to me like it's more gliding then flying (could give yourself a short upward burst of lift at the cost of slowing down a bit). I'm seeing networks of shulkers to give the player a boost in flight (like an updraft).

In the game and it drops from bats. I have a question why would the player get the ender wings. If the player can get the dragon wings instead. My point of having different kinds of wings is to give players several options based on their desires by aesthetics.
Also, I took out the Bat Wings, reduced the drop rate of Dragon Wings from 1/2 to 1/3, and I already took out what Altikat was complaining about.
Let me wrap my head around this. You're saying that Altikat's suggestion will not be used in the main thread?
In my OP front post, I took out what Altikat was bothered by.
In fact, I've decided to ditch the Flight Time System completely. It wouldn't fit info Minecraft because of its complexity and weakening on wings.
Minecraft is meant to appear as a simple game for everybody, but players have the choice to make it more complex and challenging for themselves.

Presonally I'd like one that looks like its made of wood and wool. Maybe it could be a rare dungeon loot?
Right now it seems like the wings themselves are based of the Ender Dragon's wings, it's likely they will stay as End loot.
Looks to me like it's more gliding then flying (could give yourself a short upward burst of lift at the cost of slowing down a bit). I'm seeing networks of shulkers to give the player a boost in flight (like an updraft).
Everything you are complaining about is GONE from the OP.
Also, can you explain why you disliked what you did? Just saying that limited flying before landing, as well as combat penalties, are horrible for Minecraft isn't enough. What's your reasons??
Hmm.... you're suggestion is pretty neat. But Altikat's suggestion for the wings are more better. Also the bat wings are kinda OP because the fact. It is the first one the player would get. In the game and it drops from bats. I have a question why would the player get the ender wings. If the player can get the dragon wings instead. Because like you said "50% to drop from the Ender Dragon" overall PARTIAL SUPPORT
My point of having different kinds of wings is to give players several options based on their desires by aesthetics.
Also, I took out the Bat Wings, reduced the drop rate of Dragon Wings from 1/2 to 1/3, and I already took out what Altikat was complaining about.
Let me wrap my head around this. You're saying that Altikat's suggestion will not be used in the main thread?

In fact, I've decided to ditch the Flight Time System completely. It wouldn't fit info Minecraft because of its complexity and weakening on wings.
Minecraft is meant to appear as a simple game for everybody, but players have the choice to make it more complex and challenging for themselves.
My comment was made before wings were added. Whats your reasons?
