Normally monster spawners will only spawn mobs when a player is within a certain radius specified by the spawner. My suggestion is that an NBT tag should be added to monster spawners that, when enabled, changes the spawner to only spawn mobs when the player is outside the spawn radius. This could be useful in adventure maps to create areas that restock with mobs when the player leaves.
