First of all, I know there have been similar suggestions before, but I'm making this based on the mechanics I've thought up for how such things would work. I think they are good mechanics, and I hope you do too!
I will introduce the Carabiner, which is an object used with string to make Climbing rope. Also, I will introduce a Lift, which will be used as a transport that uses rope the same way a Minecart uses a track. tl:dr- I don't care that others have made similar suggestions, I will introduce Carabiner, Climbing Rope, and Lift.

The Carabiner is an object that allows, with use of rope, attaching the character to point A, and letting him fall to destination B safely. It also lets the character fall, and dangle in place, with the option to climb back up to point A.
It is crafted like so:
You will need two in order to make one Climbing Rope set.

The lift is a minecart-like object, placed onto a climbing rope set up, to make a lift system.
It is crafted like so:
I will show you how to use it to make a lift system, and will also answer any questions afterwards.

The climbing rope is the actual finished/usable item, that's used in both cave diving, and to create a fully functional lift system.
It is crafted like so:
USES:Note: There will be large pictures for each use.
Climbing / Exploring / Diving: To use the rope for climbing and exploring, take the item in your inventory and right click it onto a desired anchor point A. Then, dive down into the area that you are exploring. You will fall slowly until the rope reaches it's limit (20 blocks). (Note: the Climbing Rope item will still be in your inventory until you right click on a second block.) When you reach as far as you can go, you either have the option to dangle there, look around and go back up, or you can right click on location B and you will have a climbing rope ready for you when you want out. Be careful though, if you click onto a location and are still high above the ground, you will fall!
The 10 should be 20. But I hope you get the picture.
Lift System: To use the Climbing Rope to make a lift system, simply find a location above ground (so the Lift can move freely), right click the rope onto location A, then move to a desired location, and right click the rope onto location B. Once you do this, the rope will be stationary and no longer attached to your character. Then, assuming you've made the Lift item, take it and right click onto anywhere on the rope. It will attach itself in the same manner as a minecart would to a track.

I hope you readers liked what you saw, and agree that this would be a neat feature!! It wouldn't make the game much easier, but it would add convenience. As always there is room for suggestions / improvement / criticism.

Hanging rope would be tricky. What would attach it to the rock?
Well, considering you use 2 Carabiner items to make one Climbing Rope, Each climbing rope has 2 uses, and each click theoretically places 1 Carabiner down on the block. If you read what I wrote above, it's explained there.
This is actually pretty cool of an idea. Would love to zipline around.

Not only that but I realized, it would be a cool idea to set up a swing system too for getting from cliff A to cliff B.
You place the Climbing rope in the middle on a high point somewhere, then place the anchor on cliff A. Whoever wants to go to cliff be picks up the anchor and swings to the other side.

Fine by me. The climbing ropes can be picked back up again with a single click once they are placed, if that helps visualize the items better.
