I have an idea for a new potion effect. Lifesteal. For every level, 8-18% of damage that you do will heal you (level 2 will be 16-36%, 3 is 24-54%, etc.). The potion color will be red, similar to a potion of strength or healing. The normal potion will last one minute, and the long one will last 3. The level 2 one will last 40 seconds.
The potion is brewed with a spider fang, which will be a 1:15 drop chance from spiders and cave spiders. Spider Fangs can be eaten for 2 chicken leg thingies, but they will inflict poison for 3 seconds.
Spiders will have a rare chance of having this buff at level 2. Cave spiders on hard mode have a 50% chance of having it.
Using a fermented spider eye on a potion of lifesteal will turn it into a potion of fragility, which makes you take 30% more damage per level. I hope you like these ideas, they could make minecraft more interesting, and open up new possibilities for map makers!
This idea has potential, but I have few questions regarding the Lifesteal potion. For starters, the chance is rather low, and I feel as though the number should be randomized to a number of hearts rather than the number of damage the opponent inflicted onto you. Perhaps also the damage you've done on the opponent will provide some hearts as well, but based of chance, and will be much more minimal than taking damage. Aside from that, the Potion of fragility sounds interesting as well.

I made the chance low because a diamond sword would heal something like half a heart, and with diamond armor, healing half a heart is like healing 2 1/2 hearts, but I think the chance may need a buff.
Also, I think I worded the lifesteal potion idea wrong. When you damage an opponent, you will heal an amount of health equivalent to a fraction of the damage.
I think the power of the lifesteal potion is far too great.
Being able to heal by attacking has always been an extremely odd thing, either being completely irrelevant in the metagame, or THE best option. I think the best way to balance it would be to have a low chance (10% per level?) to heal half a heart. I can't say for sure if that would really work though, Minecraft PvP is purely about damaging the opponent more than they damage you, so being able to negate small amounts of damage somewhat automatically would be a huge and powerful ability.
You would have to kill an average of 15 spiders per spider fang, which actually makes it quite rare, as not many people kill 15 spiders per night. Also, since mob farms don't work with servers, it will be hard to get spider fangs.
I would kind of like more potion effects and enchantments to be added to the code which are only accessible via MCedit or commands for mapmaking and plugins and whatnot. This seems like one of those effects. (But at the very least the ability to lifesteal should exist in some form, I like the idea)

You say that you nerfed the potion? Please elaborate. Also, you need to think about SP Minecrafters too (Yes we still exist). If I have a MC world for even a few days playing in survival I will have collected a decent amount of spider fangs and have already become almost invincible in Survival if I craft said potion. That kind of thing shouldn't be happening until well into your world when you have beacons, diamond armor and enchantments on your side. Although I am still interested in the idea, so keep improving upon it

I think the Life steal potion is a little to OP. I agree with Shaddura it would drastically affect PvP even with small chances of life steal.
However, the potion of fragility sounds like a really cool idea and depending on how it was crafted would be fair IMO.
