The Watcher is a giant, Ghast-size mob that looks like an eyeball. It spawns in the outer ring of the End. These things fly over the void and their attack pattern is very unique. They shoot a Guardian-like beam at you, which does not hurt you. Instead, as long as it is on you, Endermen within a 9x9 radius will become hostile! The more Watchers that aim at you, the bigger the range, stacking up to 3 beams on you where they target you at a 15x15 radius (2 beams is 11x11). When the Watcher stops targeting you, only Endermen you've attacked will stay hostile. The Watcher itself moves like a Ghast, rarely approaching the player and being able to keep up the beam from really far away.

0-2 Retina Shard
Retina Shards are glowing, white shards that are used to make End Rods by placing a straight vertical line in the crafting grid with Popped Chorus Fruit on the bottom and 2 Retina Shards in the middle and top, making 2 End Rods. It can also be brewed into a Potion of Blindness, which makes mobs ignore you unless within 5 blocks, and is corruptible into a Potion of Nausea, which makes mobs run around randomly as if a passive mob was attacked but if they have a ranged attack, they will still try and target you. Creepers might also try and blow up while under the effect.
Very interesting, but this mob brings up important questions that should be answered. Such as: What certain radius would Endermen become hostile and make their way toward the player? Is there a duration on how or when will the Watcher target a Player? How would the Watcher move (since it's flying would it just hover around in a specific pattern as long as it's within the player's view, or would it slowly fly away from the player and rarely approach it, similar to a Ghast, or is it something new)?

People want detail on suggestions, so I added health. Why it is specific is I wanted 25, but I didn't wanna have 12.5 hearts as I felt that would be weird. Probably just take a bow and snipe them, they'll probably float over an island eventually two you can collect their drops

Anyway, now for some commentary on your idea. I like the idea that Minecraft should include a "Beholder" like mob. It would be a nice reference to things like D&D. Second, I absolutely LOVE the unique mechanics you propose for this mob. A second mob with a guardian like beam would be a nice addition to Minecraft, and having it make endermen hostile is like one of the most unique ideas I've ever heard. I also love the idea that their drops would be used to make End Rods (which nobody knows if they will have a crafting recipe as of yet).
Having said this, I have one tiny tweak I would just like to put out there. Not only do these mobs sound a little too Ghast-like, but I think if these things were present during the Enderdragon fight it would make things uber difficult. My suggestion is to either have them spawn only in the new outer ring of the End, or making them sort of sentinels or turrets, like the new Shulkers, and place them on the tops of the End cities. Of course, these End cities better be worth the risk

For Blindness, you could also say that Invisibility is OP because mobs just act like you have one. And this is harder to obtain than a Golden Carrot and Fermented Spider Eye. And Nausea? I'll make it so mobs still try and target you with ranged or other attacks (Creepers blowing up). The Endermen thing I like.
It's a unique idea, but I think it needs to tweaking. The end is where you go to fight the final boss. Having something else dangerous seems like a bad idea. Maybe only have them after the dragon is killed, or maybe have them be very rare. Overall, I like it, and it adds a cool thing to the game, but I think it could be edited a bit.

There is to many end mobs now. There should be more over world or nether mobs.
