I think that there should be a game mode in which it is nighttime all the time with different achievements than the normal part of Minecraft. Unlike Survival and Adventure this gamemode, similar to Hardcore mode, would be riddled with monsters all the time. Players would be running from monsters until they finally have enough supplies and manpower to turn and fight back. Maybe there would even be a new selection from the title menu for this gamemode. It should be called Twilight Mode, because it’s night all the time. Maybe even introduce a new monster or two, and they only appear in this gamemode. I think this would be amazing because the creators of Minecraft have already made new non-hostile mobs, why not hostile mobs? This might be pushing it a tad bit but maybe even a new material? There’s iron, diamond, wood, maybe Minecraft could incorporate a new material unlike the others. This kind of sounds like an idea for a mod, but I think if the actual creators of Minecraft did this it would be much more, for lack of a better word, authentic and “pretty”.
This is pretty much a "Super Hardcore" mode if you think about it. Modes are not meant to provide a new challenge in survival or creative. The three modes were created to provide the different aspects of the game to your liking. This is merely A harder Hardcore mode and nothing else. This is also vague since you have not explained what types of achievements there are, what mobs there might be, and about a new material or tier.
Making it night all the time would make things easier in some ways; for example, when caving under an ocean I kill about twice as many mobs in the same amount of time since they can't spawn on the surface, so in my case doing /time set day and /gamerule doDaylightCycle false would be harder (maybe even a command block setup that changed the time based on your position relative to sea level; day when below and night when above).
In any case, there is no point in a new game mode which is basically just entering those commands, the same is true of many other similar suggestions - don't underestimate what can be done with commands and/or command blocks, without using any mods.
With the exception of Hardcore, all gamemodes are done on a per-player basis. I really doubt we'll see any that alter the world in any way because of that
Why call it twilight mode if it's full night at all times? It also seems like it'd be too difficult to play if you start from scratch, unless you grab wood real fast and then dig underground and hide from the outside until you have full iron equipment. And that would encourage boring evasive gameplay.
Howabout the sun and moon remain frozen on the horizon, just dark enough for mobs to spawn, but they won't spawn at maximum rate in open areas without shadow. Forests would have even higher spawn rates. That would give it reason to be called twilight mode (cause I like the name) and also it makes it more difficult but not unreasonably difficult.

This has no use if you ask me, like others have said, you can get the same "gamemode" with Vanilla commands. Who wants it to be nighttime all the time, that would be a massive inconvenience.

Maybe there would even be a new selection from the title menu for this gamemode. It should be called Twilight Mode, because it’s night all the time. What? Twilight is the period just before night. Maybe even introduce a new monster or two, and they only appear in this gamemode. Why? I think this would be amazing because the creators of Minecraft have already made new non-hostile mobs, why not hostile mobs? They just introduced the evil rabbit, guardian, and Elder Guardian. This might be pushing it a tad bit but maybe even a new material? Why? What warrants an everlasting night mode to have a new material?
