I made some fixes. I made it deal 10 damage, so it deals the same damage as a critical bow normally. Also, you say power V like it's something easy to get. I don't want this to be overpowered, while still having an advantage over a normal bow. Besides that, quartz's only use up until now is aesthetic.

Enchanting is cheap, and although Power V isn't the most common of enchantments, Power IV appears frequently, and two of those can make a Power V bow.
Although technically it's a use for quartz, it isn't a very "useful" use. By that I mean, you'll rarely want quartz specifically for this, since quartz is extremely common and this requires extremely little quartz. It's the same reason why the lapis cost in enchanting barely matters, you'll have tons of it by the time you start enchanting and you'll gather it much more quickly than you use it.
10 base damage will make it a straight upgrade to the current bow in almost all situations, except for when you have Power V on a bow (as they'll be identical for all intents and purposes except against bosses).
Since this seems finicky to balance without making it to dissimilar to a bow or making it OP/UP compared to a bow, here's an idea: add a new weapon that uses quartz (or something crafted from it) as ammunition.

The problem is that the bow is already a very good and very cheap weapon; a stronger version would be OP, but a weaker version would quickly be outclassed by the bow if not obsoleted quickly. It needs to be entirely distinct from the bow or at least have some mechanic unique to it in order to function well.

Any kind of thread that introduces a new bow is pretty dry and tired by now. There's not much sense in adding another bow sprite with different stats when enchantments are in the picture.

The Flame Arrow sounds pretty powerful to land 10 hit points, did you not mention how much damage if weak charge is used when powering it? If not, then this is considered OP. This arrow especially makes the Flame enchantment redundant to use and tops it for inventory clutter .
It's a good suggestion though I think enchanted bows are powerful enough. It makes the Flame enchantment useless and redundant. A bow is good enough already. No Support.
