well, if notch made it so that over the span of, say, 7 minecraft days flowers would grow directly agascent to an already planted flower, then right clicking on a flower with bonemeal would do the same thing, only faster.
Hm. What about.. like.. since they're not renewable or anything, they kinda just 'pop' up like they would in reality? Of course, they'd need to have some sort of condition met inorder to keep them from overpopulating. Light and a nearby water sorce on grass, perhaps? Or the watering can idea. Just something to keep them from overtaking, while allowing them to respawn.
Alternately, a "bowl" / "bucket" made out of bricks could make a flower pot. Then there are a variety of possible ways that you could use it. Either make it part of a crafting recipe or just have it so that if you set it in a lighted place, it could grow something.

How about just making the flowers grow another flower next it it if and ONLY if there is Not a flower next to it already. The growth could occur randomly at dawn, when the sun updates the block anyway.
