As you know in 1.8 rabbits were added to the game. One of their drops, rabbit fur has almost absolutely no use whatsoever (except crafting small amounts of leather which can be gotten abundantly from cows). Now though they can be crafted into a potion pouch.
Here is the recipe
Note Leather=Rabbit fur
How it would work: When held in your hand you can right click the pouch and put potions into it. It has 9 slots (from the dispenser) each slot can hold one potion (splash or regular it does not matter). you can circle through the the potions with the right and left arrow keys. All potions would be grouped together, so as an example lets say my pouch has 3 splash potions of harming, 2 splash potion of poison, and a swiftness potion. when I have the bag selected It will group the potions by most amount to least, so the slot would say Splash potion of harming II #3. If I right clicked the potion would be thrown and it would change to Splash potion of harming II #2. If I hit right arrow twice it would then say Potion of swiftness minuet:second #1. If I then hit left arrow once it would say Splash potion of poison #2 minuet:second etc... The pouch can only hold 9 potions of any type.
Important: You can only have one potion pouch With potions in it in your inventory at a time. If a potion pouch that is holding potions is already in a players inventory and potions are attempted to be placed in another pouch the 2nd pouch will be dropped along with its potions. If a potion pouch is dropped on the ground it will lose all of its contents. Neither of these mechanics apply to containers (like chests or dispensers).

I think using straight rabbit pelts would work perfectly for this. Not only does it give rabbit fur a new use other than being nearly useless, but generally when it comes to rabbit pelts, they are skinned and the fur is left on... and with many species of rabbit, the fur can be very thick and extremely soft. So holding glass bottles of magic potions might be a very good idea actually.
I think perhaps, that if one were to use this though, a new HOTBAR Slot should be added for it. In fact I think a hot bar slot for a back pack and a pair of waist belt slots should be added, but that is just me. Personally I think this should NOT be something that sits in your inventory... it needs its own specific slot... this way you cannot use it from the inventory... just like armor and weapons and tools... you can only use it from a specifiable slot. To be honest, the inventory and hotbar slots system has always been a bit funky anyway, but the way it is designed is supposed to be simplistic and easy to program and understand. It is a very clean and clear user interface that is not meant to be cluttered with 10,000 slots and 500 stats bars. So I am by no means saying it is broken, only that it can be expanded a bit and still showcase the beauty and simplicity of the game.
In keeping with the dispenser idea... I think maybe when the potion bag is equipped... it should show a 10th slot... one at the top above the 9, and this will be the hot bar slot. This slot will auto-fill with whatever potion you have in the upper left hand corner of the 9 slots. So that, instead of some new fangled complex system that has to be implemented where certain potions take precedence over others in the order in which they come into that slot... simply use the box-to-slot loading procedure that chests use to the hotbar now. Top left corner, bing bang boom... organize it yourself.
Now keep in mind also this would make it slightly harder for someone to pop into their potion bag and fling 9 different potions back to back with 9 different effects in a tenth of a second... because even though I do not have a num pad on my keyboard right now... I can press all 9 keys 1-9 in no time flat... and that takes me pressing all 9 keys as well... for potions... to cast one... for each slot... with how you have suggested. Instead... Keep it simple... one hot bar slot... one potion per button press... one button to press to throw.
Instead, what needs to happen is if you scroll to or press the hot-key for the Potion Bag Slot, it will automatically pop to that hotbar slot, and then you cast the potion just like you would normally. Simple to program, easy to implement, and utilizes the existing UI as is but with an extra slot.
The other advantage of adding 2 "pocket" or "pouch" slots for hot-bar slots instead of using this from inventory or the existing hot-bar... is that you can have 2 potion bags... one on each side. This would be advantageous in MAAAANY ways. You could have destructive potions on one side and helping potions on the other for example... and if quivers are ever implemented in the game, the exact same mechanics could be utilized for the quiver, with a slightly different crafting recipe (maybe leather and 2 sticks instead rabbit fur and 2 pieces of string instead of one) and your bow would draw from the quiver before it drew from inventory instead.. and someone could carry 2 quivers instead of a potion bag if they liked for example.
The other advantage of a hotbar slot is that you have a potion on demand if you need it but without a complex hard to program system that over complicates the whole thing. And as it stands right now... potions do not stack... however, perhaps in the event of a potion bag being implemented... perhaps potions INSIDE A POTION BAG could stack in stacks of 3. This way one could carry more than one potion bag with them; 2 in their hot-bar slots, and a full inventory of potion bags for example, and each slot in each potion bag would hold 3 of the same kind of potion... you craft potions 3 at a time... so magic being a thing in Minecraft and one having the ability to stack and carry almost 49 THOUSAND tons of Gold Blocks STACKED IN STACKS OF 64 BLOCKS PER SLOTS... it is not outside the realm of the game to allow one to stack 3 potion bottles into one potion bag slot. SO LONG AS... one can ONLY stack potions while inside the enchanted voluptuous softness of the potion bag itself. And Minecraft being Minecraft... this means that you could CARRY 38 (36 inventory slots + 2 pouch/quiver slots) Potions bags on your person and MOVE a flip ton of potions around with you... but only be able to USE 2 potions at a time.
Also... WHILE you are tossing potions from your potion bag... whatever potion bag you access will make that the active hand item... just like accessing the hotbar slot your sword is in... so you put your sword away, grab a potion, and toss said potion then scroll or quick button back to your sword... no automatic mobile potions flingers... that would be no-go.
I see absolutely nothing wrong with carrying 38 potion bags filled with 28 (9 slots, with 3 potions stacked in each slot, with one potion in the "hot-slot") potions in each bag... so long as you can only EQUIP AND USE up to a total of 2 potion bags at one time. I can CARRY massive numbers of potions... does not mean I can USE all those potions readily... they still have to go into a hotbar slot for me to use them.
Also I am thinking to keep it from being an auto-dispensing select fire "Potion Claymore Mine" as you seem to have recommended, it seems that to keep as a Potion Pouch, it should have a DROPPER instead of Dispenser. A Dispenser flings things... dropper drops things. To keep it a POTION POUCH, it needs to drop things out or let us pull them out to throw them... not fling them itself. Unless your intent was to create an auto-dispensing select fire "Potion Claymore Mine"... if that is the case though... please change the title of this post.

Not... if you make it so that ONLY potions can be put in this bag. I know that only potions can be put into the bag. I am talking about how this gives you an 8 extra slots in the inventory. Let's say that you put all of your potions into the potion pouch. Because it holds 9 potions at a time, that means that you have 8 more actual inventory slots to work with, the Potion Pouch taking up the 9th extra slot. You could put more potions in those 8 slots gained, more food, extra armor, etc. Imagine how OP those setups would be in PvP.
And "All of their potions"... it is only 9.. 9 potions can make a huge difference in winning and losing a PvP battle with someone. Especially considering that most PvPers like to bring extra stuff so they can get out of a pinch. They can put their potions into the pouch, and use the extra slots gained for other stuff that they can use to win.
And you can only ACCESS AND USE one bag at a time. I know that.
And potions can't be stacked right now... so you could only carry 9 potions with the way the original post is set up. So we can't have any extra potions in our inventory while holding the pouch? Then that makes the Potion Pouch useless because you can hold more potions VIA the inventory itself, if you manage it correctly and leave a few things behind.
2) Ahhhhhh.... ok, I thought you meant the potion pouch has 9 slots so it would mean 9 more slots INSIDE THE POUCH to put things in... my bad. Yes... I do believe that this is the whole point of the original idea... to free up 9 extra slots in one's inventory to carry potions with you... I do believe we shall simply have a difference of opinion here... while the point of the original post is to free up 9 extra slots in the main inventory... YOU say that you think this a bad thing. I say I think this is a good thing. And so we are at an impasse in that we differ in opinion if this is bad or good. Keep in mind also that the other guy will not be the only one with the ability to carry a potion pouch... you will too. Also think about all the PVE that comes with this game as well... 9 extra slots can come in mighty handy... especially if there is a gems bag, food bag, arrow quiver, potions bag (and possibly several other specialized bags) that one could carry... say in 2 specific new hot bar slots specifically designed to hold these various specialty pouches... one on each side maybe... then one could carry a special pouch for potions and a special pouch for tipped arrows and manage them on the fly while in combat... with say... the Wither for example.
3) While yes, someone chucking 9 potions like Halo 1 Frags can possibly change the course of a PVP battle... not everyone plays this solely for PVP. However... this means that YOU can carry extra stuff into a battle as well you know. And extra pouches like a Potion Pouch could be restricted from being used on certain servers like huge-scale PvP servers for example... play those servers if you do not like the potion pouch idea then I would say... but keep it in mind as a possible tactical advantage for YOU as well as the other player... just because they added shields does not mean you don't get one and the other person does.

I like this. It's balanced, it has a vanilla feel to it... definitely something for the 1.11 update.
