so, here is what I was thinking:
weather is controlled by a biome temperature right?
so, just add a line or 5 of code to cause the temprature to increase or decrease over time. (depending on the season)
the only hard part is trees.
This suggestion is extremely vague. how will this be implemented? What changes would each season bring? Will they cycle through seasons? if so, how long lasts one entire cycle?
There is no number of temperature. There is only very cold, cold, mild, warm, hot, etc. Adding seasons is not as simple as typing a few characters.
Yes there is. Each biome has a constant "temperature" value, but all it does is dictate what height it starts to snow at. In reality, this suggestion won't do much (maybe at most it'll turn taigas into cold taigas for a part of the year and it'll give the floating island you built at Y=200 in a forest snow occasionally)

I support it but there is 1 problem. jungles, jungles are tropical and freezing would kill a jungle. maybe jungles should be moved to the middle of map and winter biomes to the top. just seems like too much work.
I think that the general idea is a decent one, but it needs to be expanded upon further. There are a lot of specifics that you've left out, such as how frequently biomes will change seasons, if biomes will all have the same temperatures, and if some biomes will be affected by climate change more drastically than others. I would suggest editing your post with the specifics that you envision. If you're asking for a Modder to code something for you, this ain't the section to be posting your "suggestion."
You hit the nail on the head with where to put the code. There's just more than you're realizing. (First issue [for modders]: how do you get the code there - distributing base edits is now against the ToS. Second Issue: what world/dimension are you talking about. There are then several more issues.)
Just as some more background, temperature is a decimal value in the biome. This value is used to determine where on the grass+leaves texture sheets to get the biome colors from, capped between 0 and 1. Snow and ice start forming between 0.15 and 0.2, and continues forming below that (Minecraft doesn't let biomes have a temperature between that range, and wasn't consistent where it started pre-1.7). The Jungle biome is a rather warm biome at 1.25, and there is no difference between the Desert and Nether biomes at 2.0.
