It's currently difficult for non-coders to create an animation for a resource pack. So, with my suggestion, you'd do the following: First, create a folder named after the ID. Then, put in the pictures, which would be named "[number]:[duration in seconds]". However, you could still use the current system instead. That way, you could go for simplicity or functionality.
I don't see anything wrong with this, but if you do, please tell me in a polite manner. Thanks!

This is quite a nice idea, but it seems as though it would be a bit cluttery, and animations aren't that hard to make if you just learn the coding system.
Being a nerd is nothing to be ashamed of. Nerds rule the world! Who invented the internet? Nerds. Who created personal computers and smart phones? Nerds. Who made every video game you've ever played and ever will? Still nerds. Who sent probes to distant planets? Nerds, nerds and more nerds! I'm a nerd and I'm proud.

I'll give you partial support- I like the individual frame idea, rather than the comic strip we currently have.

If you want to make a texture and animate it, learn how to do so. Don't just complain and say its to hard. Imagine if people said "learning c++ is too hard why can't it just be easy to make games like crysis 3" or "learnig java is hard, why can't they make it super easy to make minecraft mods". It's a ridiculous demand, and I hate to burst you bubble but Mojang isn't going to take the time to dumb the system down so everyone can use it. When you dumb things down, you loose functionality, period. Yes, you can use paint to edit photos and textures, it's easy to use and anyone can use it. But its no where near as powerful as Photoshop.
