There is a very rare chance that your base will come earn the attention of a Gremlin. The more redstone systems and minecart routes and switchs and levers you have, the more likely it becomes. That being said, it is still very rare.
If you do get the attention of a Gremlin, then you'll load your game one day and see a graffiti of a Gremlin face somewhere in your base. That lets you know that you have company. The Gremlin stays within a certain vicinity of you, and is very fast. It tries to stay out of your line of sight and will hide wherever it can. It is also capable of running through you (between your legs) to escape.
While the Gremlin does not directly attack you, it can make your life a living hell. It's sole joy in life is sabotage. It will run and remove a section of mine cart track as you're riding a mine cart along, it will break a line of redstone to ruin your intricate machinery, it will break torches when you need them most, and it will shut and lock doors behind you when you need to escape. Don't leave dynamite lying around, that's just asking for trouble.
The only way to get rid of the Gremlin is to kill it, which is no easy task. You can get the occasional good hit in as it runs around trying to escape you, but it would take a while to get it that way. Luckily, the beasties have a weakness. If you can place a record player (not sure if it should be playing music or not since it's so hard to get records) then the Gremlin will be attracted to it, since it is basically the most intricate piece of machinery that you can find. Entranced, the Gremlin will start to try to disassemble it, but will be slowed and mostly ambivalent about the player's existence. This is the perfect time to attack. Beware, if you aren't watching your record player like a hawk, the Gremlin could easily destroy it, and you would loose the diamond and the record. So set your trap, and wait patiently.
I love this guy, he could easily become the next "Creeper" of Minecraft.
Are you going to include the idea that he drops a wrench/crowbar, which could be used by the player to break down working blocks like boats, minecarts, furnaces, and workbenches, that usually take the same amount of time to break down no matter what tool you use, in only one hit. I still like the idea that he would be carrying a crowbar instead of a wrench, since the crowbar is purely for destruction, while the wrench can be used for both assembly and deconstruction.

I like this suggestion. I think using the Crowbar/Wrench, boats could also be reclaimed instead of just destroyed.

No offense but this is a pretty bad idea (and i'm going to say why). It would be like if we gave creepers the ability to walk through walls. This guy wouldn't be anything but a major pain in the rear. Yeah, you remember that minecraft computer you built? Well, a gremlin just destroyed all those hours of work. Better luck next time.
You can make it rarer but that doesn't affect it's balance. even if it was a 1/1000 chance it would be bad, players would still remember that one time the guy enters and kills the crud out of your work. In fact players do it now, we can all remember at least one time where a creeper got the best of us and surprised us. We don't remember the neutral results (not getting blown up by a creeper), but we as humans remember the negative results and often quite clearly. For comparison to how aggravating this would be, imagine a creeper had a very rare chance of spawning in any level of light right behind you. like very very rare. No matter how rare the chance is, the idea is still fundamentally flawed because when it does happen, the damage it does is too much.
You need to rework this idea, this mob is too gamebreaking for redstone. (Mobs have to have some limitation otherwise they are't fun). Yes there is hardcore stuff but this mob is specifically designed to interact with the more intricate parts of minecraft. Making a complicated redstone circuit can take lots of work designing and tweaking and planning and building. Adding a mob whose sole purpose is to destroy these circuits is just cruel to the player and defeats the purpose of that area of gameplay.
Imo you should remove the ability to tamper with minecart tracks and redstone (the most complicated systems) and leave him to doing things like locking doors, toggling buttons/levers/pressure pads, breaking torches, rearranging items in a chest. Those things are annoying enough so that he is a pest and you will want him gone, but not harsh enough that huge systems aren't worth building.

It should run around your base 'scouting' for a bit before it breaks anything, then you would have a chance to prevent any damage. Also this would give all those redstone traps a real use.

No worries. I take no offense to constructive criticism. If you had said you didn't like it and then not say why, then I would be a bit upset.
Anyway, to respond to your complaints: You are absolutely right. This little sucker is designed to be the greatest pain in the ass. There are things I have built into the design to make it more manageable. First off, the fact that instead of a spawn, there is an event that has a chance of occurring that informs you of the Gremlin's presence. Which means you should be on the watch for symptoms of it's trickery. Also, it only exists within a certain range of you, which I would say would be like a 30 meter area. It can't walk through walls, so it is restricted to the pathways you have created, so you could potentially block off your base as you narrow down the little buggers location. Also, there is a clear and concise way to route the Gremlin out (with the record player). He doesn't have much health, he's just hard to pin down.
If all else fails, he definitely won't be spawning in peaceful mode. I'm also thinking of restricting it to only spawn withing a certain radius of a Nether portal... but I don't think it really matches the theme of the Nether.

And I have a record and jukebox. But i don't like the aggravation this guy could cause, I spent a lot of time and effort making my booster systems work, a lot of time and effort making it work. It would be not annoying but aggravating if he ever got into it.
All it would take is one gremlin for the little mongrel to screw that system to the nether.

How big his model is his model? I assumed 1x1 And can he jump? What if you had to use some sort of gremlin repellent so you can keep the more complicated systems safe... maybe it drops some gremlin dust and applying this to redstone or a minecart track makes it immune? That way you can protect some integral parts to certain devices. but it will be impossible to guarantee protection for a large area. and your new projects will be unsafe/unstable.
I'm curious how he would interact with proposed chimes though. Would he seek them out too? (which is a potential problem, what if you put a ditch in the way? will he fall in the ditch going towards the chime? that can be problematic because people can just attach a redstone torch to the chime and no more gremlins in a large area.)
One of the suggestions I made was that the gremlin would only ever break anything while you were in visual range of it and the item it planned to break. You wouldn't ever have a situation where it would break things while you weren't in a position to chase it away.
