This is an idea. And a very nice one, when you have just a few items that can use commands (with /testfor).
(Its an op-only item, just use /give @p command_block_item (if it was real).)
Sneak-right clicking the item in creative mode (while oped) (and in-hand) will open the command menu. This is where you choose the command to use when used.
Right-clicking with the item in-hand in any game mode will execute the command.
I really don't see the point of this. It defeats the purpose of typing in the command, and would be better suited as a mod for people who want it. Also, why would it be called Command Block Item?
This is also kind of redundant, since people have suggested command GUIs in the past.

To improve, here are my ideas:
1. Call it the "Command Remote" and make it look like a remote with the command buttons and an antenna. (might not fit into Minecraft though.)

Actually, this would be quite useful. I often find that when I'm debugging or messing around or whatever I run a test command that I have to copy-paste into chat every time and then there's the character limit. This would be a very useful item.

I interpreted the original idea as this, so idk why this has more support. Maybe just clarification. Oh well.
With the Command Remote, there should also be a button in the GUI that locks the remote. This means that you can no longer edit it (Shift+Right-Click), but still activate it (Right-Click).
