Being able to create a heavy weapon to mount on walls of a fort that can be fired completely remotely at a %50 success rate? Sounds like it would make defenses a lot more interesting, that's for sure. Looking at your recipe for a bolt, I assume that it will have a flaming tip? Or are you stating that the tip will use the flint and steel because it is composite?
In the former case, would the bolt be able to set fire to grass and trees adjacent to the point of impact? And will it have enough force behind it to leave a small impact crater, or merely shatter?

Looking back at your proposed recipe for the components of the weapon, I noticed that you appear to be missing string. How would the proposed ballista fire a bolt without the tension, or will to function more along the lines of a cannon?

The indicates wool from a sheep, I couldn't seem to find it in my cursory glance over the smilies. The idea being you place the wool(cloth) over the bolt and light it on fire.
seems too complicated and has too low of a firing rate to work well.
I think that you should be able to load it from the inside, as well as stack the ammunition that is stored inside the ballista.
It should have a limited firing rate, bu not one every 10 seconds. That is horridly slow. I would rather just use my bow.
I feel that it would only work if very large enemies are added that have a lot of health, or if it is made to be able to destroy 1 block per shot, allowing you to siege other peoples castles in multiplayer.
The recipe for this is overly complicated, and the benefits do not out way the cost of producing it. I agree with other peoples assessments that it should retooled. first off the bat, a ballista is a large crossbow, able to fire javelins. As such, you "missiles" are way to expensive, especially for what are essentially javelins.
so to start. the ammo should be like this.

then there could be an ammo feed system where you can store ammo. when placed against a ballista will just feed all ammo in it to the ballista.

other things to note. just right clicking on the on the ballista, mounts you in the ballista. right clicking will reload the ballista from either your inventory, or from an adjacent ammo crate.
the ballista can only fire one bolt every 2 seconds and does either 1 blocks worth of damage, or 5 hearts worth.
the javelins are as fast as an arrow.
there should be no automated ballistas, ever. most real life ballistas required two man crew to man them and to have the mechanism needed to be reset after every use. I will contend that if you do want some fancy technology for a ballistas, then using the principle of the Chinese repeating crossbow, removing the need to click to reload.

You do realize that a javelin is a missile weapon, hence the reason he named the ammunition "missile". However, I agree on the economical difficulty of his current ammunition plans. Oh, and as a suggestion for explosive ammunition to make it worth the low accuracy/fire rate:

I would suggest making a 5x5 crafting grid called a "smithbench"*
with this you could make the ballista
Smithbench recipe:
where all things are the actualla items except for which is a block of iron
thus ensuring high cost for gettin the technology to make hi tech things with 5x5 crafting
all 5x5 crafting things use 1 fuel (10 seconds of fuel) to craft also

Let me clear this up as you all seem to be confused, the diagram above is NOT a ballista, first its a scorpion another roman weapon but a much lighter one, second, a ballista use coiled rope under pressure to launch a lead or stone ball forward( this would be a great seige weapo, destroys like third power tnt), a scorpion is essentially a mounted crossbow and would fire arrows not javelines (by definition a javiline is at least 3 feet long and has no fletching) also these would both work fine and i agree it should be two detachable peices,

also why not make them train mountable you could attach this to a car,
finely now is a good time to bring up a idea of mine, based on the greek creation stroy, why not have programmable henchmen you can make from nethermud and a rare gem called lifestone, anyway, those could be assinged to a launcher and control it and if they get killed it stops, that way its more ballanced, also a 3x3 storage hopper for rounds should come the with scorpion, ballista should take time to load each round
Dude, I know you suggested this back in October, but I think it's a great idea. what good is a fortress without some sort of huge artillery piece peering over the walls? (The dispensers are cool but they can't be pointed, which limits their use defensively.)

Granted the nature of a ballista, I'd say either ramp up the firing rate or make the explosive power on impact similar to a creeper depending on the size (ie. are you thinking it'd take up like 1x2 on the ground or 4x4? The former seems kind of useless given dispensers, though)
The ballista is really a siege weapon, It's advantage lies in enviornment damage, or possibly taking out multiple foes simultaneously.
Even besides that, there really aren't any faction PvP servers (that I know of) big enough to support a level of warfare that uses ballistae.
That being said, I DO think that ballistae are freaking awesome, and would love to see this in the game. I just think that atm they would have very little use, being difficult to aim, and outmatched by either a dispenser or a bow and arrow in both performance and price.

I thought I would like the concept, but the implementation of it really sucks.
For one thing, there is no reason to create a new kind of crafting table just to make one new item. If you aren't creative enough to fit what you want into a 3x3 grid, we don't hold out much hope for your ideas. Also, there's no reason to craft a base and a top separately. K.I.S.S. - keep it simple, stupid.

The above recipe yields 4 obsidian-tipped javelins. They are stackable to 16. Yes, that's expensive. But seige weapons should be.
Ballistae are mounted like a bed on two adjacent blocks. However, they cannot be moved; break them, and they drop an iron block, a bow, and two sticks (like a boat, breaking these will result in a net loss).
Once you right click to enter, you lay on your stomach. You have a 180-degree field of view that you can aim in. Each javelin has 1.5x the range of an arrow, and it's on fire. Fire rate is 1 per second (trust me, thats quite a long time). It deals 4 hearts of damage, and it has a 30% chance of setting the block or mob it hits on fire. If it hits a flammable block, flame will spread to the adjacent structure as if the block had been lit with flint and steel.
Javelins also have a chance of breaking the block they hit. They have a 15% chance of breaking grass, dirt, gravel, or sand, a 5% chance of breaking cobblestone or sandstone, a 2% chance of breaking smoothstone or stone half-blocks, and a 100% chance of breaking glass. They do not break flammable materials, ores, or other blocks. Broken blocks do not drop resources. If a javelin strikes TNT, the TNT is primed 100% of the time. Javelins are only recoverable only if they do not ignite or break the block they hit. Naturally, they aren't recoverable if they strike a mob or player.
The ballista has a 25% chance of being broken if struck by a javelin, but will not break if struck by arrows. However, the player is still vulnerable to arrows while prone.
This implementation only requires the addition of 2 new items. It makes the ballista useful for defense, siege, and mob killing, but it doesn't make it overpowered. A 4-walled castle with 2 ballistae on each wall would require quite a lot of resources: 21.6 logs, 80 iron, 8 flint, and 24 string.
Keeping a battery of 4 ballistae firing at full speed for a minute (thinking massive siege situation) would fire 240 javelins, at a cost of 60 obsidian and 30 logs.
All in all, expensive but not prohibitively so. Well-weighted for combat.
Added bonus (optional): javelins can be thrown by the player. They have half the range of arrows, don't catch anything on fire (unless, perhaps, the player is on fire), and deal 2 hearts of damage.

A ballista is a giant cannon/catapult that fires huge balls (or blocks) of what ever.
