Really, the whole point of minecraft is that you are alone in a hostile world, and this just destroys that.
Also, you need to take Biomes into consideration for your idea.
I think the factions are nice ideas, maybe more species than human and the dragons you mentioned. I also think that the civilizations should be optional since some people would not like this feature, though I don't see why.

If it's something you can toggle on and off, I see no reason why anyone would object to it, other than maybe they think Notch's time is better spent making their "super cool new block type" or whatever.
Alpha is a tricky stage. There's really nothing to define it other than it's an earlier build than beta, but usually a game becomes beta after a significant feature is added. I don't know what feature Notch plans for this to be, but I wouldn't object if this was it. Of course, it might just be a working multiplayer that constitutes it, but eh.
Juts wondering is there any one other than me that builds large towns wishing they would populate them..
maybe bringing citizens from neutral or allied towns can populate your home made town or castle.
or have the civilizations not spawn when the player does but instead start 10 - 20 day into the game.

If you want to really know the "point" of Minecraft, you really, really should be paying attention to his blog and twitter. I am not getting the impression at all that "alone in a hostile world" is really the whole point of Minecraft.
That just happens to be the way it is right now due to Notch not having implemented a lot of stuff he wants to implement yet.
The current state of the game is simply not what his final vision is. It is not his final vision that you're just wandering around alone in the world fighting monsters and collecting materials.
I strongly believe that all good stories have a conflict, and that all good games tell a good story regardless of if it's pre-written or emergent. Free building mode is fine and dandy, but for many people it will ultimately become boring once you've got it figured out. It's like playing a first person shooter in god mode, or giving yourself infinite funds in a strategy game.. a lack of challenge kills the fun.
For survival mode, I'd rather make the game too difficult than too easy. That also means I'm going to have to include some way of winning the game (or some other climax) to prevent it becoming too exhausting.

Randomly generated NPC towns would not be a good idea for single player in my opinion. However, player created NPCs would be a great idea (especially for those large RP survival servers). Usually what I see happen is a person will build a store (for example) in town A, then they will run off 20 miles away to Metropolis F to help build a super structure and leave their store empty, unattended and forgotten for the most part. Lets say its a cloth store, and it has 20 chests full of cloth. A random passerby who may be trying to conduct business will find the shop empty and will say "nice shop" and leave (or steal all the cloth). This situation could be fixed up a little by a player created NPC.
Players would be able to:
Set their NPC's Name
- Set the travel path thier NPC would be allowed to take and the boundaries the NPC would need to remain within
- Set their NPC's disposition (Friendly/Hostile/Indifferent)
- Set Killable/Unkillable status (Friendlies can be set to either, but Hostiles can only be set to killable)
- Set the items the NPC has on them (armor, weapons, random items, ect)(players would have to make these of course)
- Set the chests that created merchant NPCs can draw wares from to sell. If there is nothing in the chest(s) then obviously the NPC wont be able to sell stuff. This makes it necessary for players to continue to replenish their wares to maintain good business.
- Players that really get the hang of NPC creation can set responses their NPC could have for interaction with human players (text or limited actions)(This would allow progressive storylines and Player created Objectives or Quests!)
These things would make the player created survival world(particularly multiplayer since people dont like the idea of NPCs in singleplayer) alot more alive and interactive. In addition it expands the creative role of the player even more. The player(s) that built Minas Tirith could then turn around and create a massive above and/or below ground dungeon and place hostile NPCS and chests (rewards for completing dungeons would of course come from the player. if the player does'nt have it they cant place a reward)
Obviously, restrictions would need to be set on the amount of NPCs a player can create and this number could be raised or lowered by an admin.
By allowing players to create NPCs the world would be expanded, and any quests/dialogue/objectives that are made by players would be fresh (none of them would be the same. The "story" for the game would come from players and as such would be different with each player created settlement or dungeon created). Kind of lengthy, ill need to make an abridged version.

according to my idea you wold still work for the materials. Only a stores you would be able to trade equal value items for equal value items like 12 to for a pick or 30 for a sward

I don't know about that, this seems like a valid thing to set an option for, and he didn't say just set an option, he specified that you should be able to set the frequency of towns when you start your minecraft world, and it seemed much more like a suggestion, not an argument.

This idea can be a good thing or a bad thing based on how the player plays. for a more experienced player it would probably mean nothing but for a new player having a way to keep safe wile still learning and an easy way to get at things can be a life saver. (mainly for the people that do not want to play on peaceful there first time playing.)
having a slide bar that changes the frequency would be a good thing because it would allow players to chose weather they are in a rarely populated new world or if they are building a home in a largely populated area that is in constant war.
i would love to have this idea implemented in beta and maybe even the full version; now about the guy who keeps complaining:you are trying to keep something cool out of this game because of the way you play well news for you: there is an off switch on this feature for a reason. now if you could add more factions and maybe better cities(skyscrapers,apartments)

people like this are the reason good ideas can be bad idea. That's to high tech i don't think a civilization that's most advanced weapon is a bow can make a skyscraper. To keep thinks reasonable think more medieval towns where most homes have a bed and a table if they are lucky. not modern where every one has everything.
keep things with in the lore minecraft is based of a medieval realm so there shouldn't be large buildings lasers, or guns.

No its not. Any idea that people don't like someone always says "lets just make it an option!" It is the ultimate cop out argument. IF you can use it for your Idea then it can be used for every other crappy idea too.
