hey instead of changing all the transparency and lighting settings for water, there could be a "goggles" helmet that enable seeing to a certain limit underwater but impedes peripheral vision.

And I also like the phosphorus idea, perhaps could be used to make torches that work only underwater.

Things I hope get put into Minecraft: Piston (since it can act as a Sluice Gate), Birds, Aether, colorful fish (like the birds), deeper ocean biomes.

IT shoulden't be phosphorus though, seeing as phosphorus burns human flesh, I would prefer magnesium.
I think this won't be Notch's biggest concern while Minecraft is still in Beta but I think after the game is finished it could be a cool expansion or patch.

Really good idea-sulfur-based life, submarines, and underwater volcanoes! Underwater volcanoes is basically a no-brainer-it spews lava out underwater and can form an island very slowly-about a month straight of time you spend in the game.
Sulfur-based life-living life that cant be eaten, but only lives in deep underwater trenches full of underwater volcanoes. It dies if you touch it, bring it up more than 10 blocks above the bedrock, and they look like yellow tubes. These actually exist and were discovered about 20-30 years ago. Basically they are living decoration in this game. The problem is if you try to get down there you die from the heat and pressure unless you have a titanium sub.
Crafting the sub:
Heat certain rocks in a stove about 20 times and make titanium. (Titanium is extremely hard to process, but it is one of the strongest materials in the world.

A few ideas for ocean creatures, this is an easy-hard, shallow- deep format, so stuff at the hard shouldn't be too tough to handle, and probably peace, whereas things at the bottom of the list would be like super-bosses, and live in deep abysses (I'll star staff that breaks this rule, tiddle if ridable)
Manitee- blue majestic fish, drops caviar
Seal- N/A, drops blubber
Fish- N/A drops raw fish
~*Devil Turtle- giant turtle that may be mistaken for a small island, drops diamonds and/or gold
Mermaid/man- mermaids are majestic, but mermen may get hostile if you get too close... drops pearls, diamonds
~Shark- N/A, drops teeth, gill

~Capricorn- Goat with a fish tail, drops raw fish
Death Ray- large manta ray, drops stinger, gill
Sea-Serpent- enormous water snake, drops teeth, snake eye

Kraken- large squid type creature drops blubber, gills, suction cup
~Basilisk- large monstrous fish, drops monster gill
~Sea Dragon- large red dragon, drops dragon scale

Some of these drops have unique uses. Gills can be crafted to make a permanent form of rebreather, which is much more fragile towards damage. Monster gills have same affect, but work fo the deeper waters of trenches or abysses. Suction cups can be used to walk on sea walls. The unique objects, like Leviathan meat, Dragon Scale, Trench Shark meat, Snake Eye or Abyss Gem have special uses. Yeah I know I'll get a lot of flame for this post, but w/e
Trying to fit with minecraft I'd have to go with not having scuba gear but instead having a pump that brings air down to you.
What you would have is a pipe like material which you would stack in a block that acts as a pump to extend your reach underwater. Along with a place to stack the pipe would be a place to put fuel to power the pump.
This of course brings dangers of going underwater, on which if you go to far you get yanked back because of the pipe not being able to go any farther. Not even mentioning what would happen if you ran out of fuel...
On that note, why not add a few physics to this (Not all of them...if you did that the water would be too dangerous) like controlling your breathing rate to control lung expansion. If you go up to fast and aren't breathing fast your lungs explode (Note, this is a bad idea even if your breathing fast irl...) and you die...instantly...but because of your faster breathing the fuel consumption increases. This is all just extra, probably not worth being bothered with though.
