Limits don't balance in this case. Notch has other reasons, but seriously use a redstone torch to continue the chain. It's not that hard. Put 2 of them close together to avoid changing the signal.
You can actually continue it by using 2 pieces of redstone torch and block.. look:
= Redstone

= Redstone Torch

don't be dense. If you are trying to connect something 2 blocks past your 15 RSD limit, then just trim your 15 blocks of RSD back to only 10 blocks and then put in that section of cobblestone and redstone torches. It's not like the only place you can put it is on the end of a section of 15 redstone. The only time you wouldn't be able to fit that repeater in is if you had less than 7 blocks between the switch and what you're trying to activate, which means that you don't need the repeater, since that's within the 15 block limit on the redstone.
Eh I've been thinking of long distance redstone lines that can traverse over multiple chunks. If you had a circuit that kept its charge around the edge of a chunk. Then when you go into that chunk and it loads, the chunk loads the redstone wire and the redstone torch that was activated then sends the charge through the new chunk. It would take some time, but if the only point of sending the charge long distance is to affect something that only you would have value seeing, then having the charge move from chunk to chunk as you move into them would work. the charge would still hit its mark before you physically got there if the trigger isn't very complex.

Redstone only functions in chunks that are loaded.
and a redstone wire(charge) can't travel more than two chunks in a row.
