Has anyone found a full end portal seed for 1.14 or 1.15 yet? Also is there another way of getting ender eyes in 1.14 since they removed the old villager trades.
Watch ibxtoycat's videos. In one video he showed a seed with a stronghold that has a full stronghold. I think you have to relay on creepers to get to it though.

ibxtoycat seems to mostly play on Bedrock.
There's a known seed for 1.13 (I think it was) and earlier but it doesn't work in 1.14
I do see from ibxtoycat's videos that he, at least, defines "mining" as breaking blocks, so no digging tunnels even if you don't get any drops.
On the other hand his interpretion of the challenge does allow for 2X2 crafting which would let one make eyes of ender.

Not possible. At leave for Java edition, the game is hard coded no matter what seed it used to generate with at least one eye of ender missing.

End portals are found within the portal room of a stronghold, hanging horizontally over a pool of lava, with a staircase leading up to the portal. A silverfish spawner sits in the staircase. Each individual frame block has a 10% chance of containing an eye of ender. This means that there is a one in a trillion chance for all 12 end portal frames to contain an eye of ender, activating the portal upon initial generation. The frame has the highest probability of generating containing only one eye of ender (37.7% chance), with chances dropping to 28.2% for zero, 23.0% for two, 8.52% for three, 2.53% for four, or a total of 0.433% for five or more.
I can also confirm this from looking at the source code - each portal frame has a 10% chance that it will be filled - completely independent of any other frame (as much as a pseudorandom number generator can be given that each successive value is directly dependent on the previous, but generally the algorithm is chosen to give as much "randomness" as practical):

Full portal will spawn the actual portal blocks in too.
People have also found this in older versions, with absolutely no evidence that anything has changed since then; there was a thread listing seeds with complete portals but it was nuked when the forums changed owners (like so many other valuable threads... I was only able to find the archived version by sheer luck since I posted a link to the thread before, and just one snapshot was archived):

You used to be able to get eyes of ender, but this was changed to force players to go to Nether Fortresses and fight Blazes. The sad result of that is that you can no longer get to the End in Peaceful, even though the dragon is still there and all the crystals and portals still work.

This is due to the game using Java's Random class for nearly everything except for the biome map, the only part of world generation that makes use of the full 64 bit seed. Even if you let the game choose a random seed when creating a new world you are limited to what Java's nextLong() can produce, which does generate an output using all 64 bits but only has 2^48 possible states; even many numerical seeds that you can get by using text, which are only 32 bit, cannot be obtained by using Random.nextLong(), for example, the seed "TMCWv4" / "-1816924181".
As far as strongholds go, not every "similar" seed will have the same stronghold locations, certainly not for every stronghold, since the game tries to position them below a non-water biome and this causes them to be offset by up to 112 blocks from the initial location (even if the biomes are all valid they will still be offset, which can cause strongholds to be outside of the areas they can supposedly generate within, for example, my first world has a stronghold that is only 556 blocks away, less than the 640 block minimum distance that 1.6.4 used to determine the initial location). Not only that, this will affect the locations of all strongholds added after one that changed since the RNG is only seeded once prior to running the loop that generates every stronghold position; only their angles remain the same.
For example, these are the stronghold locations for seeds based on the seed for my first world, the first seed listed; all of these seeds have strongholds at similar coordinates (e.g. 20,-556 and -44,-556) but none match exactly:
This is the code (as of 1.6.4) that the game uses to position strongholds, notably, it doesn't include Plains as a valid biome (I know that later versions only exclude "watery" biomes, including swamps):

Azelef and Crafterdark developed a seed-searching bot in November 2015. They quickly found a 12eyed portal, but found out that it wouldnt work if all of the eyes were in there already.
They reported the bug, and it was fixed in one of the 1.9 snapshots. So in versions 1.9+ 12eyed portals are activated, and 10million of them have been found thanks to the seed-searching bot.

You spawn on an island, (great for survival island) so you'll have some swimming to do if you are not crafting.

It's in a village down a hole next to a chapel.
Just go down the hole, swing round to the right, up the cobble steps, past the chest, through the iron door and look left from the fountain.

When they say "no mining" they may just mean no digging for resources, they probably expect to have to do some digging to get into the stronghold.

Here is proof - Mojang actually made it so that if all frames are filled the portal will be activated:
