I am looking for a seed with an absolutely massive plains biome at or near spawn. This means around 500 or so blocks across, if in both directions that would be ideal. It's mainly for building a huge park for the Jurassicraft mod. If it's just not possible without Large Biomes, that's fine.

I don't know of any seeds but I can say that this is possible since the average width of an individual biome is 256 blocks (without any adjustments to biome borders they would be 256x256 block squares, except along coastlines and boundaries between climate zones). Two or more can easily generate next to one another since they are pretty common (1/6 of biomes in hot and warm, 1/4 in cool, except where mesa/mega taiga/jungle overrides everything).
One thing to note is that many plains will have small forests within them since the game places them in a similar manner to hills in other biomes and they are more likely the larger a biome is so it is unlikely that you'd actually get a large plains biome without forests (even Customized worlds set to only plains will have forests); for example, here is a map of the seed "TMCWv4" in 1.7, you can see a couple plains that are around 500 blocks across though both have various small forests within them (the one south of spawn has less; a larger one is around 1300, 800 but has a big forested area in the middle).
You may have better luck with a savanna biome as they often have flat areas and then huge hills/plateaus, although I don't know if the mod works with those. Visually, they'd actually be closer to the 'Jurassic Park feel'.
I don't know if you're playing survival or what, but my approach:
Do I need large area? OK. Give me anything, I make it. Mountains, hills, rivers? Doesn't matter, I level anything what comes to my way. It sort of "fuels the economy". I get a lot of material. Dirt, for example, is used to fill up caves.
Yeah… I go all the way. I suggest this approach to you as well. 512 m^2 is not that much. It's doable.
This has some rather large Savannah biomes next to fairly large plains. There is also some large plains to the SW but you'll have to clear the forest areas. You could use the fill / replace commands on the desert parts and change it out to grass.

I should point most of my amidst seed finding is done with 1.12 due to the loading speed so the map does not show the 1.13 features. However, the biomes and village layouts are almost always correct.
