I've have looked and tried many things, but every time, the /playsound command will always follow me, no matter what I put. I've tried the executing at the beginning and playing with that, and even that doesn't do anything. I can change the volume (ex: from 0.1-0.9) but the volume will not decrease when I move away from it. I've tried changing the coordinates where it would be played. I've tried using a command block (using it for the most part). I have tried all things.
EDIT: I found something (but have not found a solution):
Let's say the radius is 16 until the sound will be inaudible. When I set a command off and when I'm between 1-14 blocks, I can hear it. When I set it off but when I'm more than 14 blocks away, the volume decreases. 16 blocks or more away, the sound is inaudible. I have not noticed that until now.

The custom sound is named musicbox.

If I put:
execute at @a run playsound minecraft:entity.ender_dragon.growl ambient @p 100 66 100
in a command block I can only hear it if I'm within 16 blocks of the coordinates (100 66 100).
Tested in 1.15.1

Commands are tricky, the position they are executed at can be different from the position where the effect occurs.
Just testing.
Could you post the exact command you used including all the arguments?
the sound behaves differently depending on which source/channel you use (master, ambient, block...)

Well...if it's too far away from the player, it doesn't play.
I play the sound then move more than 16 blocks...I still here it. I just tried this and is still following me.

I found a problem:
Custom sounds do it. Normal sounds don't.
1.8-1.14, custom sounds don't do it. 1.15.1, they do.
