You see, when a command block finds a player it will give out a signal to the next command block, and that works fine, but then the comparator doesn’t turn off, and keeps finding the signal.

The comparator updates only when the command block attempts to execute the command. The easiest fix I can think of is to change the testfor command block to a repeating command block, so the command is run and the comparator is updated 20 times per second.

It still doesn't work, but it now finds all of my puffer fish instead of just one.
If it's an impulse command block, the comparator won't update until you activate it the second time.
If it's a repeating command block, the comparator will stay powered until the command you executed is false.
(For example, if you use (in 1.12) /testfor @a[r=5] , going inside the 5 block radius area will power the comparator, but it'll turn off as soon as you leave the 5 block radius area.)
Ofc, if ur repeating command block is not powered in Need Redstone mode or not Always Active, that's another case.
