I would like to know how to do that within a command block... that is use multiple commands in a command block without having to use and install a function.

You said "In user command prompt (NOT in command block)", so using functions is your only way.
Also, no, you can't summon 3 lightning_bolt in 1 command. You can only preset 4 command blocks, then use either /trigger or /scoreboard to start the lightning strike.

Please note that I am not the original poster and THEY said "not in a command block", I am saying I would want to know how to do it within a command block.
I have come across these super long text things you copy and paste into a command block and it does multitudes of commands, I tried looking at them and I cannot seem to decipher what the format is for doing multiple commands in one big long line of text, I am curious what the format of that is, how do you go about putting more than one command into a command block [without using an external text file 'function' reference].

Oh yeah, sorry, wrong user.
Btw, the super long text thing you mentioned is what people called One-command.
It's not hard to decipher, if they are using command block minecart to do these, Eliminate everything but the command in the Command:"" or Command:\"\", then you will see what's inside. However, its concept is to place down more command blocks (commands in Command:\"\") from 1 command. Even they are all impulse commands (commands in Command:""), there is still a delay.
How to execute multiple commands in one line in user command prompt.
For example i want to execute a three lightning_bolts in custom positions by one command
/summon minecraft:lightning_bolt ~3 ~ ~
/summon minecraft:lightning_bolt ~6 ~ ~
/summon minecraft:lightning_bolt ~9 ~ ~
How to write it inline, like a
/summon minecraft:lightning_bolt ~3 ~ ~ summon minecraft:lightning_bolt ~6 ~ ~ summon minecraft:lightning_bolt ~9 ~ ~
To execute all

Edit: Oops, mixed user
