I only have a small amount of personal command block "mods" and I'm updating them. New command syntax seems cleaner and easier to use, so I'd say it's worth the effort to port your maps.

They are more than just useful.
Problem is that when your map content (or my map content.... ugh...) is about 80% made of command blocks,
how much time do you need to convert them.
(Again, I need to state my distrust on mcedit filters. Bug finding uses a similar amount of time of manually changing it)

And then a great deal of those command blocks can be replaced with functions, making for a cleaner world and easier edits.
It's still a lot of effort, but again - worth it.

Yeah... Ctrl + H is much easier than a thousand clicks.
1.13 is gonna be awesome. Commands are going to be much easier and more convenient I think. From what I have seen in the wiki (!nbt in selectors, multiple tags in selectors) everything is only going to improve. It's worth updating in the long run.
Though I am not a map maker but more a vanilla modder, I feel like every command block creation is worth updating.
I have to say, the argument nbt is the best among all changes.
Now I can combine 3 commands into 1.
Look at this website (Commands section)
Look how many commands changed their syntax
Look at your successful and published maps
Look at the past and the future of map making
Who actually wants to update their maps to 1.13?
(Although mcedit filter is your BEST FRIEND, you can't always trust their precision or accuracy.)

Exactly. Performance improvement with a cost of a whole remake of the map.
From what I've observed, if you finish a 1.12- map in 1.13, it won't rly be noticed on the first month of the release
