Right now I'm using code thats over a year old, not sure if things have changed since but its different from the way I remember.
Command:
/playsound megaphone ambient @a ~ ~ ~ 5 1 1
Whenever it plays, it doesn't sound like it's ambient noise. It sounds like the playsound command is played where you are when it plays and the sound stays in that original location.
How can I make it sound like the sound is coming from the tower in the back, and your distance affects your ability to hear it?
Your code does the same thing the original code did. Check OP for that issue.
Changing the value 5 to 20 worked.
Well, maybe it's my mistake to identify the usage of that target selector.
Try changing @a to @e[type=(your entity)]
Or if u solved it, just spit it out.

/execute @r[type=armor_stand,tag=lol,c=1] ~ ~ ~ playsound megaphone ambient @a ~ ~ ~ 5 1 1
If you summon an armor stand with tag "lol", when you activate the command, it'll choose one of them to
make the sound.
If you sommon 1 in the tower, you may get the effect you want.
I already have a randomizer with 9 of the megaphone playsound commands setup on the map.
Anyways, it didn't help, just did the same thing.
I tested
/playsound megaphone ambient @a ~ ~ ~ 20 1 1
and it works like I want it to. Strange how this command works.
Also, I have my own randomizer going on. ;P

Cuz if u r asking for like a specific place emit sound,
that's my command.
Otherwise, it'll be me misunderstanding your need.
In the included screenshot the commands are run from the bottom chain command blocks.
This works for me, yours doesn't.
How does it not work?
I.E. Error messages or doesn't function as you wanted or sth else?
