This works with the /give @p command successfully, but not the setblock. I know they are different commands, but in the spoiler are my variations I tried and still get nothing but an empty spawner. I'm confused, an pretty lost. Any help would be much appreciated (:
The "BlockEntityTag" is an item-specific tag, which holds the root data for tile entities that should be applied when placed. Removing that tag will fix it:

/setblock ~ ~ ~ mob_spawner 0 1 {BlockEntityTag:{EntityId:Zombie}}
/setblock ~ ~ ~ mob_spawner 0 1 {BlockEntityTag:{Id:Zombie}}
/setblock ~ ~ ~ mob_spawner 0 1 {BlockEntityTag:{EntityId:"Zombie"}}
/setblock ~ ~ ~ mob_spawner 0 replace {EnitityId:Zombie}
/setblock ~ ~ ~ mob_spawner 0 replace {EntityId:"Zombie"}
