You can translate texts in books, on signs or chat messages with tellraw formation depending on the language setting of Minecraft if you use a custom resource pack.
However, is there a possibility to do the same thing with texts, that don't allow tellraw formations such as item names, item lores, the custom name of a mob etc?

As far as I know, you can only do this through JSON formatting, like /tellraw, /title, written books, and signs.
Yes, I actually don't think there is a way if you can't use JSON formats. I was just hoping.
