I tried this command without NoAI ( /summon Villager ~ ~1 ~ {Rotation:[90f,0f] ) and the villager spawned in the right direction, but it didn't stay there like it would if it was a NoAI mob.
Like the one named Ryan turns left 90 degrees and the one named Emma turns 180?
Is this possible? They're both different villagers so can I turn them using their profession tag?
I am also making an adventure map and want to know so I can have one facing a fire, one facing somewhere else, yada yada yada.

Yes there is. use tags added on to @e like this:
/tp @e[name=Ryan] ~ ~ ~ ~-90 ~
/tp @e[name=Emma] ~ ~ ~ ~180 ~
You can also target things within a radius of the command block or by entity type (there's more you can do too but Im lazy :P)
@e[type=Pig]
@e[r=10]
you can mash these together as well.

There are 2 ways to give a mob a specific rotation, as mentioned before you can use /tp like this:
/tp <entity> ~ ~ ~ <rotation> <rotation> e.g. /tp kingzustin ~ ~ ~ 90 0
OR you can straight up summon the entity from the summon command too, this is way easier.
/summon Villager ~ ~ ~ {Rotation:[180f,90f]}

you are doing it right did you know that it was facing how you wanted it to try without the 90 in it

To summon a mob with specific location,
use Rotation like this:(Note that .0 MUST be present otherwise it'll fail (at least for 1.11- including 1.11))
/summon Zombie ~ ~ ~ {Rotation:[47.5f,20.0f]}
Freeze them with NoAI:
/summon Zombie ~ ~ ~ {Rotation:[20,0f,0.0f],NoAI:1}
And same for all entities including armor stands,
except it doen't need NoAI to freeze
}

Use The Entitydata Command Before Typing In The /tp command.
Like This:
/entitydata @e[type=villager] {NoAI:1}
/tp @e[type=Villager] ~ ~ ~ 90 ~
