The skeleton spawns and it has the name and attributes but it won't show the diamond sword or my head for testing.
I read on another forum that {count:1, ... {SkullOwner:"R3D_K1D"}]} was supposed to do what I want. But it's not. It just gives me the regular human head. I can't find a syntax error and having the custom head will add a huge amount of believability to the final boss fight.
Any suggestions or fixes would be extremely helpful.

You are missing the "tag" tag, which holds all tags that are not "id", "Damage", "Count", or "Slot". As well, your "Id" tag should instead be "id", as capitalization matters. Fixed command:
Note that in 1.8, the item IDs will have to be changed to the alphabetical version, and there is currently a bug preventing worn player heads from rendering.

Things are spawning properly now besides the texture on the head.

So I tried this and it didn't worked! I tried with a zombie too and I've been watching a lot of tutorials but anyone can't help me. The zombie spawns with the Skeleton Skull, and the Skeleton spawns with a Steve skull :(.Can you help me please?(I'm not english, if I have bad expression or something :P)

Here is a handy dandy online tool that I have started using. It can easily create the summon command for the mob you want (Including changing the player head)
Recently minecraft has fixed the render bug for player heads in the newer snapshots.
Oh, thx for the web! It's useful but It didn't worked the Skull Owner, it summons steve head, I supose that's my version (1.7.9), but I've tested in 1.7.4 and It didn't worked, maybe it's a bug. I'll have to wait for the official 1.8.

I want to put an invisible daylight sensor on a player's head, and give the player different perks and abilities at different times of the day. Would anyone know if there is a way to do this?
First off you can't get output from a block on a person's head. If you want to do what you are thinking you will need to set it up as redstone. Basically have a daylight sensor hooked up to activate command blocks to give the players whatever perks you desire.
You might be able to testfor the time of day via a command block (Not sure if this is possible. Never tried it) and then have a conditional chain to give the perks.
My suggestion (Somewhat advanced) if neither of the above options work for you is to create a scoreboard that is synced to the time of day. Then whenever the scoreboard reaches the optimal times of day, test for it and execute a chain of command blocks for the perks.
To sync the scoreboard with the time of day:
Make sure that the time of day is unchanging via /gamerule.
Setup a scoreboard called "time" or whatever you want.
Setup a repeat command which constantly adds 1 to "time"
Make sure that the scoreboard value for "time" is the same as the in-game tome. (0-24000)
Then have command blocks testing the scoreboard for the appropriate times for perks
And lastly, a command block that tests for "time"=240000. If true then set "time"=0 to reset the timer for a new minecraft day.
So far I've been able to get the mob to spawn with a regular player skull but it won't change to an actual players.

I tried it in the new update, and the skeleton spawns, but nothing appears on it, not even the boots.
