Is it possible to summon a falling sand entity that looks like a sign and has text. When I try to summon a sign with

it just summons sand

The area would have to be loaded in order to summon something there. From the command, it appears you forgot to change the initial coordinates in the base /summon command, so that might be the problem. I'm unsure if the TileX/Y/Z would change the ability to summon outside of the loaded chunks. The /summon coordinates is where the entity is going to reside, while the Tile is where the entity will appear to be.

When I issue the command via the console or a command block I get the following error, "An unknown error occurred while attempting to perform this command".
I am using version 1.9 in single player mode(vanilla). I've tried it in server and it still doesn't work.
Has the syntax of the command changed or am I experiencing a bug???
I finally got using setback to place a sign with text to work. I checked for bugs at bugs.mojang.com and found the following link.
In the comments section there was an example of how to properly place a sign via setblock with text. I copied and pasted the item below into a command block and it worked.

323 is the item, rather than the block itself. You can find a list of block IDs here: http://minecraft.gamepedia.com/Ids#Block_IDs
You'll either be looking for "63" for standing or "68" for wall. You will then need to include the tags for it like so:

Use this command. The '5' can be replaced with 2, 3, or 4 for orientation.

Summoning item frames is a bit finicky.

confused about the signs thing
how would you tell the sigh where to face if it was a wall sign, or would it do that auto?
