This is a spawner I own on a server, It only works 60-70% of what the spawners can actually due, Almost like 1 or 2 of them are not even there, If anyone can tell me any ideas on what I should do please feel free to say, After all its why I made this

It might be too bright- is that a hole in the ceiling? Spawners can only spawn mobs when the light level is low enough.
If that isn't the problem, it's probably one of the plugins on the server (in which case it has nothing to do with redstone. In fact, the spawners themselves don't have anything to do with redstone. I wonder who started the trend of asking about spawners in the redstone forum. Well, I don't really care about that right now.)
I am so mad at the Sky fanboys who are like "ADD BUUUDDDER TWO MINCRFT CUZ BURDR Z SP ASWUM ND STUFZ BUDDERBUDDERBUDDER :D:D:D:D" that I am dedicating my signature to stopping them. I had gone into more depth, but the stupid signature limit stopped me. Oh well.
If you're asking for help on why the spawners aren't at maximum, I would agree with the others about the light level. Also, make sure that there is enough room between the walls and spawners as well as the spawners themselves.
If you are asking for ideas about what to do with the mobs once they've spawned then I suggest sending them to a mob softener. If you want to be creative you could even funnel them to an arena and challenge people to try and survive. You could even funnel them into one wide slots and make a shooting range where people could practice their aim. You could do almost anything, that's what I love about Minecraft!!
Spawners are too close together. I doubt those 3 in the middle are much faster than a single one.*
Also have at least 4 blocks space either side of the spawner (9x9)
