I was playing in 13w38c and I found that /testfor is not a command? My new minigame demands that /testfor be working. What should I do?
Are you using a clock to activate it? Does the time in the output panel match the time you've activated it via that clock? If it's a comparator clock, it's possible that you need to either use a slower clock or move the comparators further away from the command block before the command block works.
When checking the above, make sure to be in the latest (13w41b) snapshot.
I tested this theory in the 13w41b snapshot and I can confirm that the testfor command is working properly on a fast clock. I included a screenshot of the setup I used and it is a fairly generic comparator clock. If you use a similar design make sure that your command block is not placed in any of the spots where there is red wool as this will never become unpowered

I have it 2 blocks away, funny thing. This setup works in all my other (unreleased) minigames. It's just this world that is broken.

If this is what you mean by two, then make it three. It is better further away than closer since one signal reaches 15 blocks and the other only reaches 2. If you have a moderate length away then I might suggest trying a hopper clock or a torch clock
Not on a server. And I have it hooked up to a comparator clock that is working on my other worlds. I am using pretty much the same system for two of my minigames. only one doesn't work.

You meet the requirements for the testfor command, right? (a minimum "Cow" score of 1)
Also, why isn't there a clock in the picture?
And, just to be sure, is this the setup of the clock?

I am so mad at the Sky fanboys who are like "ADD BUUUDDDER TWO MINCRFT CUZ BURDR Z SP ASWUM ND STUFZ BUDDERBUDDERBUDDER :D:D:D:D" that I am dedicating my signature to stopping them. I had gone into more depth, but the stupid signature limit stopped me. Oh well.
OK. I believe I know what happened. Earlier in the command block you had written an unknown command and then powered it. This is what created the "Unknown Command" message. Then you changed it to testfor. Because /testfor does not give word output, the previous output box did not change. Try copying the text inside the block, breaking it, replacing it, and paste the text back in. This should reset the previous output box.

If you are playing on a server, command blocks need to be enabled. (Elementary, but I've missed it before )
From the wiki: "To be able to use this block in multiplayer, you have to set the value of enable-command-block to true in the server.properties file."
