This will break upon map reload. You'd be better off with a repeater/redstone torch clock.
Minecarts retain their velocity upon reloading the map. If you're referring to chunk loading, then repeaters are NOT the way to go, as they are easily broken by chunk reloading. Minecarts still retain their velocity for chunk reloading, as far as my results go.

This will not be broken because i have made different versions
I am curious to see more of your techniques. I could definitely use them in my maps... I thank you for making so many more deaths possible. And the conflict between the eternal night circuit? Future Solution: Mojang announced they may implement a sunlight sensor. This+CommandBlock=More Evil

"Minecraftia, a world of peace yet danger, a world of light yet darkness, a world of good yet evil. Every good thing you see has it's evil counterpart, evenly matching the power of the two. I intend, however, to simplify things down to one part, which just happens to be evil."- The Infector
Or, install optifine, go into the video settings, go into the other sub setting and then select to have the time always set to night. It does the same thing, only requires no resources except creative mode to be applied (otherwise time will be day and night). You can also set it to day.
How does a performance-enhancing mod that simply adds more versatile video settings ruin redstone, huh? And redpower is an exception.
Your suggestion with optifine changes how default, vanilla minecraft GAMEPLAY works, which is why mods are frowned upon in this section.
EDIT:
To clarify, your suggestion was to have minecraft defaulted to day using a mod. It has nothing to do with optifine's main purpose, which, as you say, is performance enhancement. It changes gameplay, not performance.
No, mods ruin the point of redstone, even redstone mods do.
If you're so ignorant you don't know what Optifine does, you don't need to be posting about mods ruining redstone.
Optifine is a performance enhancing mod that makes the game run considerably smoother. It has several side options for things like this, but it is primarily for making the game run better on any machine.

My case was not referring to what optifine's main purpose is. My case was to refute your attempt to cloak a gameplay-changing feature with a performance-changing feature. Same mod, but we are refuting one part of a mod (that you did suggest and defend, though it appears you're more for starting flame wars at this point), not the entire thing.

Yeah, you sound more and more stupid by the second. What makes you think I was saying that the day/night setter in Optifine isn't a gameplay changer? My point wasn't that the day/night setter isn't a gameplay changer. My point was that it is MUCH easier than setting up a whole minecart/command block system.

How bout you think more before you reply?
We can go on for days about "modded gameplay vs vanilla gameplay", but since you're so keen on flaming instead of calm discussion, this is where I'll let others pick it up. (This is where you say "That's what I thought").

No, this is where I continue to call you an idiot.
This isn't about modded vs. vanilla. This isn't about gameplay vs. performance (as far as I'm concerned, gamplay IS performance, anyway). This is about easy way vs. hard way. I simply stated that optifine would make the process easier. Then, you carried on as if I was saying "Blah blah blah, modded Minecraft is better than your vanilla bs!"
That isn't what he was saying at all. We're here to use features that are currently present in the game to create different settings and circumstances for adventure maps to set a particular mood to the game and not rely on any aid from mods regardless of whether they alter gameplay or performance. We cannot rely on mods like Optifine because not everyone has it installed, so to give everyone the same experience we have to use what everyone has available to them. note: this is not counted toward minecraft versions. Every map should specify which version it was built in and any features it uses that were available at that time.
So if you think about it, having to install a mod just to make an adventure map work correctly is the harder way around. Now, there are some maps that use special texture options such as HD textures and ctm which would require MCPatcher or Optifine to display correctly so I would recommend using it for those. However, the idea of a map where it is written in some book or on some sign telling you to switch to day only, night only, other feature option, etc kills a little bit of the immersion. Well, it does for me anyway. I would be unaware of anyone who enjoys fiddling around in menu screens every time the game wants you to. I would much rather have the game do it for me, hence the purpose of command blocks! (Now that I think about it, having a command that changes your video settings would be quite interesting to work with, as well as horribly exploitable!)
In short, what's easier for us to do might make it harder on anyone who wants to play our map so we have to be careful about how much work we want to put on other people who play our map as it gets in the way of them playing it. So, a system that keeps the time setting constant would give little reason for anyone to change the time themselves in the options, letting them get back to enjoying our adventure maps!
Need to keep the game at night because of mob spawning issues? Here's how!
Step 1: Create a square minecart track, similar to this:
Step 2: Add power to the Powered Rails.
Step 3: Add a redstone circuit and add a Command Block. (/give itsjamal 137 1)
Step 4: Program tthe Command Block to the time you want the game to stay at. (Time set 18000 for night, time set 0 for day)
Step 5: Add a minecart and push it. The cart will reset the command block rapidly, which means it will stay that time forever.
If you want to stop the messages, just type in /gamerule commandBlockOutput false
Thank you for reading! More tutorials soon!
