The fastest pulse I've seen is the pulse generated by the sand duplicators; its fast enough to actually cause the sand block to be in two "states" at the same time which is quite impressive.
Many people have created "Nano pulse" clocks a long time ago where the pulse is so small it isn't even shown by the redstone wire it travels along yet can trigger a limited few things.
There is 0 delay in between pulses. It is the most stable clock yet.

You have to make a piston NOT gate (inverter), and attach the output of the gate to the input of the NOT gate.
WARNING: Will get very laggy.

Bah, you're right. Still, my no-pulse pulse is especially useful for when you want absolutely nothing to happen.
