kindly ask for help to build a redstone circuit for Java that periodically activates and deactivates i.e. a dispenser with a water bucket in it, so that it stays active for a short time (2-3 seconds) and stays passive for let's say 1 minute.
I tried with combining 2 hopper clocks but I couldn't get it working.
you're already on the right track with your hopper clock! Here is one of many different possibilities how a solution could look like. (see picture below)
(…) that doesn't use observers? I need it for a 1.12 world.
since the observer block were introduced with version 1.11(*), this should not be a problem in version 1.12. Anyway, here is a version without Observer. (see picture blow)
The dual hopper clock used in this vid by Snocrash is very simple and allows for easy tuning of the on/off cycles by adjusting the number of articles in the hoppers. Think he tuned this for 10 sec. on and 30 sec. off but by adding more articles to first hopper set and fewer to second, would match your specs.

Hey 1muvwndr,

Thanks a lot Dalavar, but can you design one that doesn't use observers? I need it for a 1.12 world.
Look on the Wiki under clock circuits. Quite a few options there.

Doesn't help as I want to combine 2 clocks in one mechanism. Plus, it's much too technical for my skills.

Thanks Dalavar, I modified it a bit to fit my needs and it worked.

Clock is in later part after major building.
