not sure about this but i saw in other forums that the command /setworldspawn (do this near the command block) will let the command blocks work without being rendered?
but still i'm not sure if it works tho but also i have that command /setworldspawn typed near the command blocks machines
AFAIK any command blocks in spawn chunks are always loaded & can affect players no matter where they are in the world (Hermitcraft server has this for a 'only need single person sleeping to pass the night')
HOWEVER i do know that some command block commands WON'T work if outside render distance (such as 'clone') so in theory you won't be able to 'clone' a set of blocks at a location if that chunk hasn't been loaded up by a player (there is a way of loading chunks by teleporting an entity to the chunk THEN cloning the blocks etc though)
so uhh im working on a mc adventure map and tested the command blocks if they work without being rendered and they worked without being rendered.
(i had 8 render distance in my mc)
so i became curious how far can a command block reach and work without being rendered by the player so um uhh

Apparently 1.13.1 is going to have a set of commands for making specified chunks stay loaded.
(Or loading a chunk, running your commands and then unloading the chunk again.)
