if you put a command block outside of the chunk loading of that area
and make 2 setblock or fill commands and place levers on them should work beautifully.
redstone with comparator goes out.
red stone with 2 repeaters and placing & destroying a redstone torch goes out.
you can set one command block to set redstoneblock, attach a comparator to it, then run another command block off the side of the comparator to set air. Attaching a lever to the redstone setting one.
set up your clock like normal, and have the 2 commands place and destroy the redstone in this fassion and your clock should be running.
Anyone know of any clocks that work in both versions without using the new 1.9 command blocks?
I'm working on a custom map and want to use a clock that still works when 1.9 officially comes out.
However, the redstone clock I use the one where you use /fill redstoneblock and /fill stone no longer works in 1.9.
It also has to keep operating when the chunk is no longer loaded

The fill clock does work in 1.9 I have tried it just do this:
1:/fill ~ ~-1 ~ ~ ~-1 ~ minecraft:redstone_block
2:/fill ~ ~1 ~ ~ ~1 ~ minecraft:air
and then change some coordinates.
