Is there a way to add a saturation effect to a certain radius? I am trying to make the spawn of my server have full saturation and not everyone on the server to have the saturation buff.
You are right, durtation goes first but your command doesn't make a lot of sense Fixed command:
/effect @a[r=300] minecraft:saturation 1000000 10

Once they get out of spawn, they'll still have the effect for A LONG time, since the effect lasts for 11 days.
Don't think any one's gonna be playing for 11 days straight on your server.
What you should do is put it on 1 second, or some short duration and run it on a clock (like a beacon)

My current command doesn't seem to be working "/effect @a[r=<300>] minecraft:saturation 10 1000000"
/testfor @p[r=(radius here)] And then be connected to a block that applies that effect.
All you have to do is set up a simple clock, and a reset button of sorts. See if this helps!
