I've seen some odd things done with the data values and items - I was wondering if it is possible to spawn half-slab "glass" type blocks. As well as stairs.
Also since I'm at it, can they be colored as well?

No, sorry. The only item that you can really change using different data values is falling sand. You could however have a series (3 or 4) of command blocks continually summoning falling sand with the id of glass, and summon it half buried in the ground. That would give the same effect, but that's as close as i can think of, sorry.
How would I do that - I made the glass/sand fall but how do I get it "stuck" halfway into ground, and would using fence posts and/or other blocks make it so I can make half slab stairs out of the glass (sand) ??
I was suggesting that same thing, however the only issue is that playhavoc is wanting to use glass. For any other block, it would be no problem, but for glass, anyone using the slabs would be able to see the fences or walls through the clear block,which is the part that i's mot sure how to get around...
This isn't changing a block into another block, what we are suggesting is recreating the functionality of slabs with other materials. There is no vanilla way of forcing one block to act or look like another.
yes, if you look for arrows where the tag in-ground is true, owner is who you want to teleport, and as long as its not fired from an infinite bow, so you pick up the arrow, there shouldn't be an issue(though you could entitydata change the in-ground arrow to be pickup-able, or just remove it completely.....caveats...this is complete psuedo-code so it will require a tad more looking at the wiki to get the command block like you are looking for
