I tried it on 1.7.2 the sword looks enchanted but the enchantments doesn't show up and it doesn't work on mobs so it's pretty useless to have a sword
that looks enchanted but doesn't really work and on 1.6.4 it just gives you a normal diamond sword

So I learned it now but I joined this server and then my friend gave me a sword then when I walked with it it made me walk faster because the sword has +0.1 Speed but I don't know how to make it
Unless he used command blocks, there's a high chance he used a Inventory editor called AllUWant. It requires Forge ModLoader and it can make items with atrributes (+2 health, etc); custom enchants, potions, fireworks, etc.; along with colour codes

I prefer and use Vanilla Minecraft, plus I'm technically minded so this is the command block way.
And by simple pattern-repeating, you can just continue enchanting to your heart's content! Use a command block, because their character limit is larger than what you can type in the chat.

Well If you wouldn't mind I would like to identify some of the values and make it even more technical:
AttributeName is the attribute you want to give to said item (being NBT tag it can be applied to any item, btw)
Name: More or less the nickname you want to give the attribute to the item: you can set it to whatever you want and it wont change squat.
amount: the amount you want to be added...
Operation: there are 3 types of operation: 0 wich adds the amount in raw value (by example default speed is 0.7. The amount being 0.1 and operation 0 will make it 0.8), 1 wich adds it in a percentage of the current default value (in that case you would be adding 0.1% percent wich doesnt mean anything) and then 2 which acts as a multiplier (in that case it would make your speed slower, because 0.7/0.1 = 0.07).....
UUID most and least: Okay now I could get lost in the details pretty easily but I will keep it short: UUID (Universal unique identifiers) are a simple way to put a mark on it, a way to not make copies of the attribute on different items.... if it doest work someone must of have a similar UUID least or most (or both).....

Also, on a final note, there are only 5 attribute modifiers you can use that would work on yourself: generic.movementSpeed, generic.maxHealth, generic.attackDamage, generic.knockbackResistance, and generic.followRange. Make sure that you've spelled them correctly!

Simonbee10 is correct. His command works, but make sure not to increase the level of enchantment too much, or the game will glitch, making the damage point -200 or something like that. Then, the sword will actually heal the monsters it attacks.
I have a -640 sharpness sword, but i never worked out whether it actually heals the things it hits or just does't do damage. Are you saying that it will actually heal the mobs hit?
Whatever you do, don't make Looting 9999 anything. I hit an enderman with a sharpness 1000, looting 9999 sword. I haven't been able to get back on that world since...
I put this chain in my command block but it doesn't seem to work in 1.8.1. The sword only winds up with one of the attributes not all 3. Any suggestions?

Unbalanced brackets are usually caused by you missing to add a curly bracket somewhere in the command... Either that or you added one to many brackets
