Not many mods update to the snapshots, so WorldEdit is out of the question. I tried MCEdit, but that only has presets. I'd assume you'd need to make your own schematics or something for MCEdit if that's what people use, but... ya... Frustrating.

You would be forced to create your own tool for editing mob date & metadata because simply put, MCedit sucks. A mod would probably be best for this purpose but it won't be coming for a while.

If you can't see how ridiculous it is that Mojang added a feature that can only be accessed by mods, I'm flabbergasted. Mods are NOT PART OF THE GAME, they are external features that are designed by fans and fans alone.

Spawners are a part of the game that the developers up to this point have never intended to give players direct control over due to obvious balance/grief issues. Thus they are the realm of mods up to this point. The developers at least modified things to make it easier for mod developers to use the spawners fully. Perhaps at some point they may make a full range of spawners accessible for creative who knows, but until then they rightfully belong in mod territory.

Aww, I hope they implement a GUI soon.
This guy's comment helped me with making a Charged Creeper spawner. I suggest using his guide. This will be fun.

I just saw that in my subscription box. MCedit might be a good to for this after all, as long as your world isn't huge.
