Now that 15 bookshelves is the new cap for powering an enchanting table (as of 12w22a, and assuming a later snapshot doesn't take it back up to 30), I figured it was time to revisit the standard enchanting room layout (no sense building 30 bookshelves anymore). Here's my solution:
For symmetry, that's 16 bookshelves including back corners. If you don't want to make an extraneous bookshelf, you could leave a block out of a back corner (which in many cases would be hidden against a wall anyway).
Or if you wanted symmetry without exceeding the cap of 15, you could keep both back corners intact and just replace one of the center bookshelves with something cool-looking (chiseled sandstone?).
If you currently have a 15/16-bookshelf enchanting room, what's your layout?

Something I noticed using 15 and 30 bookshelves in the new snapshot is that 15 will get you level 30 but I never got more then efficiency 3 or protection 3 and rarely 2 enchants, but when I decided to use 30 bookshelves I started to get better enchants. It may be possible that you still need all 30 to have the most effective enchanting table.

I got Fortune III and Efficiency VI with my very first Lv30 enchant with like 15 or 16 bookshelves. Although I've also gotten two Unbreaking III picks at Lv30 as well >.>

My experiments with 15 bookshelves were mixed: some lv30 enchants were admirable, and some were amazing. I tend to think 15 is all you need. 30 does make for a nice-looking room, of course, but I just can't kill that many cows.
i don't know....i still prefer having a full 30 bookshelves enchanting room is just more better looking and will add another challenge to having good enchantments
