It's not, we're trying to state why Ice and Snow can be placed in the Nether but not water. We aren't describing a stereotypical Dante's Inferno hellscape.

The sentence from Mackinz states that the nether is a world designed around the stereotypical design of hell. However, he did NOT state that the nether was a stereotypical hellscape.
He also said that it is NOT a stereotypical Dante's Inferno hellscape(which you are too dense to read the underlined "is not" in the sentence)
As for Hybran, he stated that the world was designed to be merely a cavern with ****ing lava and red rock everywhere, as well as mobiles that shoot fireballs at you. However, since there are differences between it and hell, it is NOT a stereotypical hellscape. Comparing the nether to a stereotypical hellscape is like comparing muffins to cupcakes. They may look similar, and may taste similar, but the two are only related due to the fact that they are in the same foodgroup.

Well, nearly all of the CTM maps I've played use the general idea as hellish fortress is in the nether, so not much. Vechs' Sea of Flame Nether is actually a reverse nether, and that makes the area a little too easy to traverse.

So how would a new feature of terrain generation only affect CTM maps? A new block, or dungeon reward, for example. Something completely optional to a map maker as they could forgo including it in their map, or embrace it and make maps harder because of it?

For example, my Glacial Ice block. Rarely found in cold biomes, and supplies water in the Nether.
Another example is a Dungeon chest reward that 1) Acts like a Bucket, only magical or 2) Allows a player to place a source block.
A block/item that is avoidable in CTM maps by not including it in.
