First, open the old world of which you'd like to change the cheat mode in the new snapshot. This will create the variable and set it to the default value, which is off. (Probably. I've heard it was already on for some, so while you're on the snapshot you might as well try if you can use the commands already)
Then, open nbtedit or nbtexplorer or whatever data editing program you usually use.
Navigate to/open the level.dat file of your world.
Change "allowCommands" from 0 to 1. (doubleclick the variable)
Save. Done!

Ok so I've tried editing my level.dat with NEINedit (because I'm on Mac) and when I change 'allowCommands" to 1 and save, it goes straight back to 0 when I close the program.

Did you close minecraft while you were editing level.dat? If not, MineCraft could have had it loaded in memory and overwritten it.

- switched my level to creative mode using Game Mode Switcher
- swapped out the newest snapshot to the minecraft.jar I was using before, then put the newest snapshot back in

that's great but as a mac user i feel kinda left out. anyone know of some world edits for macs?
This isnt a permanant fix, but for those who can't or dont want to edit their world file, with the new "open to lan" option, if you choose to open to lan, it will ask if you want cheats on or off for other players. Choose to have them on, and it will turn them on for you too... The downside, (or upside as some people may feel) is that after quiting and reopening your world, cheats will be off again.
until TMI doesnt cause a crash within 2 minutes of opening any world, this will be how I will be enabling cheats on my old maps that arent defaulted that way, and considering theres noone else playing minecraft on my lan, theres no risk for me.
I did what thorowen said, I changed the value, saved, and everything, but for some reason it still dosn't allow cammands. Plus, when I close NBE and bring it back up, the value is back to zero. What is going on?

Didn't the snapshot preview say that it would be automatically on in older maps

I just got lucky. I switched my world to creative mode JUST before the update
Here's how I did it (if it helps anyone else):
- switched my level to creative mode using Game Mode Switcher
- swapped out the newest snapshot to the minecraft.jar I was using before, then put the newest snapshot back in
