The file should be a jar not a zip. Change the file extension to .jar.
When you open Minecraft, the game is not finding minecraft.jar (since it's only a zip) and thus it automatically updates to 1.2.5. That's why the options aren't showing for you.
i downloaded the file from the mojang site, its a zip.
and I did not attemp to drop the zip into the jar, I opened it with 7-zip and moved the contents into the bin folder.( I meant to say "zip contents" not just zip)

it only auto updates if I delete the bin first and drop the zip contents in. if I just drop the contents in without deleting the bin then it says "these files already exist- do I want to copy and replace?". I say yes, it copies and replaces, minecraft opens normally but no new content
It's not a zip. Are you using a Mac? I heard Mac users can have this problem. If it's a zip for you, change the file extension to .jar as I said before. Also you have to copy the whole jar file into the bin folder, and not the contents of it.

Hmm... It allows you to select hardcore and cheats... Kind of seems like it shouldn't allow both but whatever. I like the chest idea and I'll be starting a hardcore world with it soon.

Your mime types are messed up in windows then. Delete the minecraft.jar file in the bin folder (or rename it). Copy your .zip into the bin folder and rename it to minecraft.jar Windows will give you a warning that changing the extension could cause problems, ignore it.
You might also want to do some google searching to find out how to keep windows from saving .jar files as .zip. I don't remember the fix for that off the top of my head but it shows up fairly regularly so it shouldn't be that hard to track down.

ok, changing the name seems to have worked. when I opened the bin folder, the list was the same as whats in the snapshot and the .jar file is all the way on the bottom. I thought the snapshot stuff was supposed to be inside the .jar file not loose in the bin folder.
Well what exactly would people say to oppose the bonus chest thing? It goes against maybe the first 5 or so minutes of the game and all the items it gives are items you can easily get anyway.
The chest is okay. It just makes the first few minutes of the game less repetitive. With single player commands i'll be awfully tempting to use them to take shortcuts, .eg need some lava? Give yourself some. About to die deep in a cave system, (with several diamonds you just found!) simply give yourself health or food. Shortcuts and quick fixes will eventually make the game less fun. Thankfully you can opt to not turn them on before you start, but as I said, it'll be very tempting.
While I'm none too thrilled about making the game easier again. I'm more annoyed the last snapshot still says "Censored" and "Some improvements" after this new update has come out.

It has been known since LONG before 1.0 that the game would continue to update after the official "release" Notch openly stated that as long as the game was selling and it was fun to do so the game would continue to update. We would have missed out on a lot of great things already had the game stopped being developed at version 1.0

The Bonus Chest isn't going to ruin the game. It's optional, and it's OFF by default.
It can help beginners to make a faster start.
The Commands are also awesome, loved that. I think that more commands should be added,
such as /fly, /nofall and etc,.
