At the end of the day, 1.14.1 will be released, based on bugs and issues that were reported in 1.14. The reason these bugs were not found out to begin with is insufficient testing of snapshots – which means not enough people were willing to put their servers and worlds on the line for intensive testing. The chunk deleter looks like it would be of great utility (the linked version indicates it is for 1.13.2 – is this version usable for conversion to 1.14 as well ?)
WRT the limited success of error trapping/bug discovery before 1.14.0 was released, it would only be fair to mention that quite a number of substantive changes were made very late in the cycle allowing little time for the impact of such to be assessed. The number of known, but unfixed, errors/bugs (some very old eg https://bugs.mojang.com/browse/MC-4 created 24Oct12) is also contributory.
Ideally, all features intended to be included would be present by the first pre-release, and each subsequent pre-release would be predicated on fixing all known problems with the prior version. [Dare to dream…]

Yes, it works by block ID (you basically list the blocks you want it to "check for"), so it is robust to changes since The Flattening.
And yes, a lot of stuff was fixed in 1.14, but the fact remains - there will always be a ton of bugs that aren't found out if there aren't enough people willing to go out and find them. Server owners who took the 1.14 plunge are ahead of the game, blazing the trail for more conservative servers in the future.
