So you get a choice, place the water first and the water goes through the fence, place the fence first and it excludes the water.
I don't know what the plan is for doors but personally I'm glad there is still something that can be used to create air pockets when exploring underwater.
If you build an aquarium using glass panes (so not blocks), fish will sufficate in the air gap between the glass and the water block.
Also, the water is not consequent when it comes to wether it flows out of something or it does not.
It seems consistent to me.
Water in a block next to a fence, ladder, sign etc won't flow into the block with the fence etc and therefore won't flow out past that block.
Water in the same block as the fence etc is already halfway outside the fence and will therefore flow out into the surrounding blocks.
As I understand it all that is changing is that in 1.13 it's possible to have two blocks (water and fence for instance) be in the same space, apart from that they both work (about) the same as before (except for the mobs).
What would be needed for your aquarium to work properly would be half and quarter blocks of water that only flow in 1-3 directions (in which case maybe we could build aquariums without glass ).
And that was the smart thing to do. We do NOT need another 1.9.
What?? No. the redstoners could shove their words up their..Butt. The majority would've liked it. Plus; 1.9 was a good update. both end wise and combat wise.

hmm, personally, i have no issues with the new water mechanics features that are working as intended, (not happy at all about the entity movement thing, but no one likes toxic bugs, they just happen and have to be stomped out)..... i like having the choice to either use normal mode of blocks to control water dynamics, or waterlogged versions to build under water ( i have always hate that air cell around blocks thing, and having the waterlogged block option will increase the beauty of builds in and around water)
fact is, the ocean in mine craft has been a long neglected biome, and i am overjoyed that mojang has finally populated it. in truth, this sort of change revives interest in a game, rather then killing it. and all those complainers/ they should just download minecraft beta, and play that, and stop bothering the rest of us
maybe the update is not perfect, and you cant please everyone, the update is good enough, will get better when it goes though the inevitable clean up period. im not unhappy at all. (well, except for the fact that the water entity moving bug killed my mob farm but hay, that's part of life, and i'm sure at some point, it will be fixed)
as for the complainers
im a long term mine crafter, i remember back when there were no hoppers, and afk meant standing at the bottom of your drop shaft, and collecting the drops until your inventory was full.
also remember screams from minecraft-neoluddites about how the game was ruined by the Redstone update, and that tiny minority is still tiny, but continue to be rather loud and obnoxious.
as far as the traditional water elevator? meh,, who needs it now, we have the soul sand elevator,

no, a few noisy brats were upset. but mojang caved in.
Also an addition: It's hard to code, without some sort of multiple-block-in-one type. How do you save the block and the water state then?
I'm a programmer. I use C/C++, BASIC, Assembly, and Python. If i sound too technicial, that's because it's the way i think.
