I'm guessing from the responses here that there is no way right now to turn this annoying pop-up feature. I'm hoping people at Minecraft read forums and will allow users to turn off forced notifications. Please don't assume pop ups will be universally wanted or helpful -- for a lot of people, these are not needed at all. Screen space in Minecraft is precious, and many users don't want it populated with UI activity beyond their control. Plus you might be doing something dangerous in the game and a pop up suggestion will come up, surprise you, and you will fall to your death or be killed by a mob.

Follow the instructions and it goes away forever. That's it. It takes less time to get rid of the window than it does to log on to a forum and complain about it.

There's nothing creepy about a standard tutorial that has been in gaming for over a decade. Follow the directions and move on, it's that simple.

except microsoft doesn't do anything with java minecraft. That's still (unfortunately) left to the morons at Mojang - the guys who pushed launcher 2.0 and the combat update, among other things.
Mojang/ Microsoft: The pop-up dialog is superfluous, it can't be avoided, and it is not useful for all your users. Most players are smarter and more resourceful than this, and don't need priming with dialogs that amount to being automated spoilers. Veteran players do not need it. Please don't clutter the UI with busy little things like this.
I'm with OP and Alapada on this one. I HATE that I don't have the option to never have the popups in the first place. They're large, annoying, and very much in my way. There isn't always a tree nearby to use to get rid of the darn thing. And furthermore, it insults the intelligence of players. The most annoying thing is that they don't even go away when you open the pause menu! They're completely in the way of seeing the options I'm trying to change. Mojang really needs to listen to they're players on this and make the tutorial optional.
I will agree that it is annoying, but not to the degree that the OP seems to feel it is. A much better way would have been a screen that appears when you first enter a world in 1.12 asking if you want the tutorial with Yes/No/Never as options. What the options do is obvious, and Never would write a flag outside the install directory so it affects all versions of MC and once set would never trigger a tutorial unless you remove it via the Options menu.

I find notifications in general irritating. There needs to be an OFF button in the settings to disable them. Not only the forced tutorial messages but also the advancement messages and recipe book messages. I've gotten about 15 messages in a 5 minute period. The constant sliding on and off in the corner is annoying. I'm sure it will stop... once I've gotten every achievement and recipe. Then it will reset on every update. I personally don't care about tutorials, advancements or the recipe book. Have no use for these messages.
People need to complain. Companies count on lazy people to do the easiest thing. Especially Microsoft. This is most likely the first step toward Microsoft pushing ads into Minecraft. Get players used to sliding messages. Next... get players used to sliding ad messages. Finally... get players used to sliding ad messages based on their in game chat. Did you tell MineCrafter_56930848 that you liked movies? We noticed you were building a cobble tower... maybe you would be interested in the Two Towers by J.R.R Tolkien. Shearing a sheep... do you need a shirt from Amazon. Your laptop isn't working... you should buy a Microsoft Surface with Windows 10.

Microsoft spent $2.5 Billlion for Mojang. They may not work on the JAVA version directly but I guarantee they influence it's overall market path. Based on their behavior with Windows 10... I'm expecting ads at some point in the future.

Once again, as has been stated multiple times, Microsoft has not, and will not, have any part of the process of developing and maintaining Minecraft: Java Edition (apart from the name change). So IF there ends up being ads in Minecraft: Java Edition, that will have been a Mojang decision, not a Microsoft decision.

There is a gamerule that disables announcing the advancements to the chat, but strangely not one to turn off the popups

Extremely easy fix, go to your .minecraft folder, find options.txt , then scroll until you see "tutorialStep" change it to tutorialStep:none
