No. If a server is not hosted for your exact version, it will not work. I know this for a fact.
Except for the several times where they released a bugfix version that do such as 1.10.2 working on 1.10 and 1.10.1, 1.10.1 working on 1.10, 1.9 working on 1.9.4 working on 1.9.3, and several other bugfix versions.
The builds work in this format: major.minor.bugfix
Typically a change to the major version (such as if we went from 1.12 to 2.0) or a change to a minor version (1.11 to 1.12) will not be compatible with the other version's server. The only exception seems to be a bugfix change, such as 1.9.4 to 1.9.3 which I mentioned. But that isn't all the time and the change logs will say if it is compatible with an old server.
