Likely Plugin API changes. The structure blocks are pretty important as well. (Can't wait to use those for mapmaking!) Still, I'm feeling a little disappointed at the lack of visible features.
When Mojang spends a lot of time to release an update with a bunch of content, people complain that it takes too long. When they release a smaller update with less content, people complain about it being too frequent or not having enough content.

People were upset that the last update took way longer than all other updates. I don't think people mind yearly updates, but when they took 545 days to release a new update(1.9), everyone obviously got upset.
For server owners, it can be ridiculous to keep up with these fast updates. Most servers just reset to 1.9 a couple months ago. So now we have to reset again? Like cmon. No one minds a yearly update, but don't start going to the extremes of it taking 545 days or 3 months to release an update. If you read searges twitter, he gave a passive aggressive/sarcastic comment regarding how "If you are complaining about 1.10 being too soon or too small, I recommend playing 1.9 until we release 1.14 to get the desired experience."
I see some people excited about it, but its the absolute worst for server owners. Also obviously not a lot of content in the update
i'm not complaining about it...its just confusing when they worked hard on every other update and this one...just doesn't seem like enough work was put into it.

Well, server owners don't have to update right now. They can wait "until we release 1.14".
His(searge) comment comes across as sarcastic or passive aggressive, so its not easy to read into that(not the only one who thinks that, many people on reddit feel the same).
Obviously we don't have to update right away, but its still pretty frustrating.
Correct me if I'm remembering wrong here, but during 1.9's snapshot cycle (I guess about the time when the pre-releases came around?) didn't they tell us that 1.10 wasn't going to be a very big update and that they were going to take a break from PC development for a little bit?

Why? They've been working on the game non-stop for a while now. They didn't even take they're usual break after 1.9 and immediately started working on 1.10.
They're human and a break would not be too unreasonable.

I like this. (Not that I liked beta better; I like all updates, but this being a small update and the release speed, it gives me nostalgia of how beta updates seemed like for me.)

We had one update in 2014, and none in 2015. Really, I'm fine with the pace they're going at now.
There were so, so many bugs in 1.8 that stayed in the game for so, so long. I'm glad if there will be opportunities to get things fixed more quickly from now on.

The Pocket Edition already has a separate team from Mojang working on it as well as a large Microsoft team at Remond working on it. Why would they need more developers for that version? The PC version has like 3 or 4 people working on it.

I have 2 item frames that are black. I removed them and put them back. Still black. As you can see the other item frames are fine. This is 1.10 pre 1

Already? The server I play on hasn't even updated to 1.9 yet. Meh, I haven't seen this small of an update in a few years so this is refreshing to see.
